PORTLAND. Nov. 25. The '
question ot lue management of
the slate penitentiary is an lui-!
portant one to the people ot Ore-1
gun, and reasonable methods for f
the Improvement of conditions are
being sought. Senator 1. L. Pat
terson, candidate for the repub
lican nomination for governor, :
aroused some interest in the situ-1
ation when he touched on some
of his Ideas, and sluce then he has
been asked to go further Into the
matter.
In the following Interview will !
be found Senator Patterson's state
ments on penitentiary niauage-1
went and pardons: i
"In ' anuounciug my candidacy 1
for governor under date ot Oclo- 1
ber find I staled tout 1 ruvorea
placing the penitentiary under the
Hoard of Control, giving my rea
sons therefore. Since then so
many Inquiries have come to ma
asking lust what I favored for a
bettoj-mcnt of the Institution that
I desire to supplement thut state
ment by saying, that when the
Boys' Training Sohool, now being
constructed, near Woodburn, la 1
finished and the old school at
Salem Yaca ted. 'that the latter
should be used toe first time of
lenders suntunced te 4ho peniten
tiary. ' Practically allot these will
be young men committed for their
iirst otlense against the law.
"The penlteutiury Is now so
crowded J hut the prisoners cau
not be properly segregated and as

criminals; In fuct. It might be cal
led a school for vice-and crime.
''The use of these buildings is
the only, way In sight; for tbe ee-gregation-of
prisouers In the near
future. There is at tho present
training school' sufficient farm
lands to furnish' employment to
the inmates. It should come un
der, the supervision of the War
den, and by the appointment to
conduct the institutius ot high
minded bftliials, who sr inter-1.
ested In human welfare, and
whose standards of morals are
such that they would be dally ex
amples to those unfortunate young
men. '
1 believe a large per cent 01
the Inmates could be. reformed
and becomes usetul,- law3- abiding
citizens. As I see It this could
be dune without Increasing the
per capita cost of the institution
Aa a matter of fact, this cost can
he, and must be, reduced. It is
unreasonable and Idle talk to say
thut It cannot be done. Wllh the
land used by the institution it
should produce uii Hie vegetables,
fruits, poultry, pork, etc., lor Its
own usorwlth able bodied inmates
In numbers sufficient to portorm
the necessary labor.
I'nnlons.
"The abuse of tne pardoning
power, in this stuto, has been oue
of the greatest obstacles to tile
proper enlorccmeut of our laws.
Records show that the "life

yonrs of his sentence on the aver-

rarely happens that an Innocent

I body believe he Is guilty, an In
Idlcimcnt Is returned ugalnst hlni.
I "The defendant la then tried
in the Circuit Court before a Jury
of his peers, aud unless all twelvo
jof the Jurymen believe beyond a
i reasonable doubt In his guilt, Iw
is acquitted. If convicted, on ap
