Mrs. McNeil took the piper from
Sandy. Her large, flaccid cheeks
quivered with anxiety. "What is
the matter? What is funny about
this?"
We're here! Funny! Ha! ha!
ha! He expected us. We didn't
arrive! Picture him! Ye gods!"
The tears streamed down ber
cheeks. She laughed and laugh
ed. Her mother tapped her foot.
"Sandy! What have you done?
Did Ben tell you to get passage
and you Ignored him? You said
nothing to me ot It."
8andy got up and walked about
the room, swinging her shoulders
with abandoned hllarty. "I don't
know how it happened. But it
did that's the important thing.

She turned her back, quietly

letters. She knew exactly what
happened. And It was there. He

Mrs. McNeil stroked her sort
double chin. She waa sick with
nervousness.
Sandy said breezily: 'Oh, it's

You'll say the letter was lost in
the mails and we never received

approval of a national system of
roads selected by the Joint board
on Interstate highways to be known

In a letter to Thomas H. Mac
Donald, chairman of the Joint
board, Secretary Jardine declared
the adoption of the board's pro
posals will "accomplish a marked
advance In the highway system
and building program of the coun
try as a whole."

ant routes of travel." he said, "will
furthering systematic and continu-

PEKING, Nov. 19. The powers
represented at tbe Chinese customs
office unanimously and uncondi
tionally acceded to the Chinese de
mand for the enactment of a trea
ty giving China unresisted tariff
rights beginning January 1, 1929.
China agrees to abolish the likin
on the Bame date.
The action of the conference was
taken at a point meeting ot the
first and second commissions,
which adopted a sub-committee res
olution reading aa follows:
'The delegatea ot the power as
sembled in this conference re
solved to adopt the following pro
posed article relating to tariff au
tonomy with a view to lncorporat
ing it together with other matters
to be hereafter agreed upon, in
treaty which Is to be signed by
this conference.
"The contracting powers other
than China hereby recognize
China's right to enjoy tariff auton
omy; tbey agree to remove the
tariff restrictions which are con
tained la the existing treaties be
tween themselves respectively and
China, and consent to the going In
to effect of the Chinese national
tariff law, January 1, 1929.
"The government of the Repub
lic of China declares that the likin
shall be abolished simultaneously
with enforcement of the tariff law
and further declares that abolition
of the likin shall be effectively
carried out by the first day of the
first month of the eighteenth of
the republic, January 1, 1929.
Sub-committees were appointed
i the rates and purposes to be
served by the Interim surtaxes
which are to be applied. Adjourn
ment was taken, subject to the
call of the chair.

The Pickwick fringe, Hupneme,

The accident waa caused by the
bolts shearing off from a shock ab
sorber, causing the bumper to drop
and locking the atearjng apparatus.
The huge stage swung to the -ide
of the road, cut down two tele
phone poles, and came to a stop be
side the road.
A fender and the cowl of the
bus were damaged, but the motor
was unhurt A relief bus from
Vreka came up to Ashland, the
passengers being transferred from
the scene of the wreck to Ash
land by the regular local bus.
