Douglas county grand juries for about fifteen years past have recommended, without effect, the construction of a J ftfclv county jail, but it is not recalled that any organization of taxpayers has ever censured the county authorities for t their failure to build one. Jails cost money and money means ! more taxes, and those who pay the taxes have naturally re . f rained from insisting on an increase therein for something I they believed they could do without. This absence of a gen- eral demand for a new jail has been interpreted by county t courts as indicating a negative sentiment, as a result of Which the recurrent recommendations for a new structure have met with no action officially and probably with very I little discussion of the same nature, except perhaps in the '. pirit of jest with which the public at large has been wont I to- regard the subject from its inception. " : . ' I. ' The last grand jury, whose report was made public this week, recommended the construction of not only a Jievr jail ; fciifi a new courthouse as well. This action was coupled with the suggestion that there be submitted to the voters of the cdilnty the question of erecting one building that will answer - both' purposes a courthouse and a jail combined. It was advisable, the jury said, to spread the tax levy for the build- ing over a' number of years to minimize the burden. X The suggestion of the jury to put the matter up to the voters is a sensible one. It has not always been advanced by ; its 'predecessors, which is probably the chief reason why the matter was never given serious consideration. ; At the prim- ' gry election next spring there will be an opportunity to sub- mtt the matter to the taxpayers for a verdict If the affirm- 1 ttyt is in the majority, the county court can proceed to terry the project to completion without further delay and I '.without any .Uncertainty as to public approval, , , . ; "' ' The necessity for better quarters for prisoners and for, ; a more spacious and modern courthouse will hardly be ques- tioned by anyone who has taken the trouble to thoroughly in- ' vestigate the conditions.
