M ELLON'S SURTAX PLAN.
Secretary Mellon's plan tor surtax reduction, involving
331 grand total of about 290 millions of dollars, permitted by
y surplus in government revenues of a corresponding sum,
should occasion no complaint from the individuals with large
incomes, but it will doubtless be harshly criticised by those
Avhose incomes are comparatively small, particularly those
riwho count ibeir annual earnings in sums ranging from
31.000 to $8,000. . Under Mr. Mellon's proposed plan, the
larger incomes could be taxed no higher than 20 per cent of
3heir total amount, as against 42 per cent under the existing
Schedule, whereas incomes ranging from $8,000 down would
Sreceive the insignificant benefit of rate slashes amounting
Z2n one bracket to one-half cent and in two others to one cent.
Z3lr. Mellon's theory is evidently the same as that previously
Expressed by President Cooliige the less money taken for
flaxes, the more left for private business and the secretary
jirgues that if private capital is permitted to expand, ft will
, naturally create more jobs for individuals who can therefore
. afford to pay the income tax required by the government.
Opponents of Mr. Mellon's plan, which seems to have
!een generally known in advance, 'have been contending for
Jiomplete exemptions of $3,500 incomes for single men and
IT!$5,000 incomes for married men. These opponents are near
ly all democratic members of congress, a fact that gives to
3heir attitude a partisan flavor that will lessen its effective
ness. However, if the Mellon plan is presented to congress
r3n its present form, the democrats Will have their opportuni
ty to attack it, and if they fail there the battle will probably
renewed m the presidential campaign. The democrats
would probably welcome with delight such a vital Bubject for
23 n issue, for at the present time they are as much at loss for
)htf6rm material as they are for suitable prospects for a
yarty ticket

vict who led the murderous break at the Oregon penitentiary
3ast August, is to die on the gallows, notwithstanding his
iSierfectly logical plea to the court thnt he ought to be per
mitted to live because of the people he did not kill instead of
eing sentenced to death for those he did kill. His accom
plices in the outbreak, Kelley and Willos, are now on trial,
-nd if the death sentence is the-outcome there will be no
Overwhelming demand for commutation of such a penalty.
SCounsel for the convicts, in his effort to save their lives,
Contends that Kelley fired no shots at all during the outbreak
3.nd that Willos fired in a haphazard manner. If the prison
yuards happened to get in the way of bullets fired by Willos
they were to blame, of course. The whole proceeding looks
ike a waste of public money. Kelley and Willos started out
Sis Murray's accomplices, and they should accompany him
Z2.0 the finale the gallows. They probably will, along with
R. Lloyd, the Independence murderer, sentenced to die
3ast week. The disposal of these four worthless characters
3ill occasion little regret, except in the minds of a few mis
guided sentimentalists, and these should be given no food

3f such grisly scenes as marred the hanging of Covell and
