PARIS, Oct. 1. The first
tangible effect here of the tem
porary debt settlement offer in
Washington was to send the dol
lar from 21.10 francs at the
opening of the bourse to 21.30 at
1 p. m.
A pessimistic view of the events
in Washlngtos was manifest in
official circles, where opinion pre
vails that the temporary arrange
ment for annual payment of forty
million each for the next five
years had served to complicate
the whole debt situation.
It was felt that the course
events hsd taken would make It
extremely difficult for parliament
to accept the provisional arrange
ment hecuuxe of the uncertainty
Involved and the belief that the
termination of the five year per
iod would find France faced with
the same or perhaps more serious
problems titan she is meeting now.
NEW YORK, Oct. 8 The French
debt commission, which will sail
for Paris tonight on the liner La
France, arrived at 12:30 p. m. to
day. Membera of the commission
Including Finance-Minister Call
laux, expected to devote much of
the afternoon to sight seeing. The
finance minister obtained all avail
able morning papers at a city en
route from Washington and after
reading their accounts of yester
day's proceedings declared be
(bund them ''fair and impartial."
