were erected and workmen were

Floods hampered the work of
the colonists during the first two
years. Then came the World
War with consequent disruption
of river navigation and the poli
tical contention over management
of the Chinese Eastern railway.
The foreign experts depsrted and
attain were left in Chinese hands.
Later a system of leasing land
to tensnts for a small rental pay
able In grain waa adopted, but
bandit activities pat an end Jo
this effort and tbe whole project
eventually waa abandoned.
It was at this stage when Mor
gan Palmer, long familiar with
Manchuria through service with
the Salt Administration, the Am
erican Red Cross and the Ameri
can Legation, acquired control
and undertook to reorganize the
enterprise with the aid of Rus
Isran refugees. He enlisted the
'interest, or Chinese authorities,
'and In the course of a year some
ten hamlets sprang up in various
portions of the big estate. Block
houses and defense walla were
'built and the Chinese provincial
administration supplied arms and
ammunition against possible ban
dlt attacks. Palmer's object was
said to have been more altruistic
'than commercial In that he had
igreat plans for aiding the Chinese
