high prices resulting from foreign
monopoly of rubber, coffee, potash,
nitrate and other products was ur
ged today by Secretary Hoover.
The most logical step at the mo
ment, he said would be the enact
ment of legislation permitting
American Importers of such com
modities to combine to control the
market in the buyers' Interest.
This permission would be similar
to the authority extended to Amer
icans entering export trade.
"I urn not wedded to this method
;of meeting the situation,' Secre-
' tary Hoover said, "and if anybody
has a better program, I should like
to know about it. But certainty
.the price trend demonstrates that
the American consumer Is in need
'of protection.
I "While we have the Sherman
law, which operates in the United
States to prevent combination of
producers from restraining tradf,
there is nothing which prevents
foreign producers from combining
! to exact high prices for their pro
1 ducts In the United States.
I "A very simple extension of the
;Webb Pomerene law, which now
: allows communication of American
exporters in foreign trade will al
j low combinations of American im
1 porters. The combination should
j be made subject to the regulation
