BOISE, Idaho, July 30. A
more ambitious and presuuiptrbus
ettort to establish Judicial despot
ism was never conceived than the
international cuurt operating '-in'
der the leugue of nations, which
America is being urged to Join,
Senator Ilorah told Boise laborer j
at a meeting at the labor tatnple
here last night. 'The chairman
of the foreign relatious committee
of the senate said he felt
strongly on the matter that "If
1 had to enter my resignation In
the senate or vote for this court
as It now stands. It wouldu't take
me one minute to resign.
"I believe this court is danger
ous. The men urging it are not
telling you the truth about it
If they were 1 would leave it to
the people for a vote without
opening my mouth.
"I do not want thought that
I am opposed to the world court
in general. I have been advocat
ing a court for 'several years. A
world court could be created
which it would be safo for ua to
Join, and which would holp pro
mote the cause of peace. I do
intend to bring up changes In the
present plan when It comes before
the senate I mean the plan of
Joining the league's court with
the llurdlng-Hughes reservations.
Labor feels that courts should
'not make their own laws. Some
courts now establish principles of
j law out of the stututes. It is
planued to create a court to ren
jder decisions while operating un
der law.
In tho proposed court,- you do
I not arrange the Judges, you con-
not recall them; you cannot ap
! peal from their decisions.. This
is practically juuiciut aespoiism.
Here would be eleven men, the'
Judicial body of the world, who
may render decisions with no law
to govern them. A more ambi
tious and presumptlous effort to
establish judicial despotism was
never conceived."
