ROSEBURG, OREGON, SATURDAY, JULY 18, 1925.
SIMPLE HABITS
NEWSPAPER MEN
Oregon newspaper nien niwt to
their annual gathering at Uranta
ass tomorrow.
Many of them will be "country
editors," aa common usage baa aeeo
fit to stylo those who produce the
home town paper. The story ra !
told that one of them retired with I
S50,UGU, after 30 yeara In the har
ness. He explained hla retirement j
on a competence thus: j
I attribute my ability to retire
with f 50,000 to the fact that 1 1
worked very hard and saved every j
cent and to the death of aa uncle
who left me 49,99.0. I
The Incident deacrlbea the "coun
try editor" that was. Aa bis ef
forts for the community have be
come better understood, aa the
columna and columns of free boosta
for the home folks and the home
people have come to be better ap
preciated, aa hla Incessant work 10
build up and beter all home en
terprises has come to be recogniz
ed as the general utilitarian val
ue of the home town paper has
come to be fully realized, the
"country editor" haa developed In
to a leader, a figure, a factor, and
often a prosperous unit in the
community.
And he deserves the changed
status, Jor in other days no man
gave more to and got leas from
the community than the tolling
owner of the home paper. Port
land Journal.
Finally Settled r
The atate constitution is plain
Anoint)! In dlsnuallfvin any Der-
aon charged with official duties In
one department of the govern
ment from exercising any of the
functions of anothej- department
of government. The supreme
court haa decided, too, that this
provialon o the constitution means
Just what it Ipalnly aays.
But the governor appointed two
state senators, who aa such are
charged with legislative duties,
to become members of the fish
commission, where they would be
called upon to exercise adminis
trative functions.
But the plain reading of the
constitution and Uie decision of
the supreme court were not
enough to convince either senator
that the constitution really meant
that they were disqualified. 80 trie
attorney-general was called upon
tor an opinion and be haa decided
In effect that the supreme court
also meant what it said when It
said that tho constitution meant
what It said. If there is any offi
cial qualified now to determine
whether the attorney-general
meant what he said in his opin-
per type, who are rightly compared to young; birds who are
learning to fly. They make themselves conspicuous with
'. put accomplishing charm, much like a young bird which
'. has not yet learned how to use its wings.
; The board of bishops of the Methodist church has issued
- a statement to the members of that organization, in which
. they ask these people to forego habits of luxurious personal
' expenditure.
This suggestion will be warmly applauded by the mass
.' of the people. It is of course ea3y for those who have but
.'little money, to suggest to the wealthy that they should omit
; extravagant expenditure. If one had been very successful
; in business and had always had money, it might not be so
; easy to cut off these costly habits.
; However, the bishops who have started this proposal
. have a good idea. Not much happiness is gained by the
; people who spend lavishly and extravagantly on themselves.
- If 1 ley would take the same money and use it in works of
kindness and beneficence, the gratitude and friendships they
'. would create would be worth more than any luxuries.
0
Ida Tarbell, the noted writer, speaking at Vassar col
; lege some days ago, advised those who have literary aspira-
- tions that newspaper training would be useful to them. She
thought that tley must not think so much at first of the
money reward, but must perfect themselves in some specialty
: so that their opinion would carry weight. Anyone who
works for a good newspaper and conforms to its rules and
; makes a success of that work, has received a boost toward
higher achievements. Newspaper work makes people alert
. to see what is going on about them. They become keen ob
servers of people and manners, and have a fairly clear idea
; what people will do as a result of given conditions. That is a
.habit of character that is very useful in business, and it
makes people practical and able to estimate currents of hu
man thought accurately.
' o ;
A representative in the Florida legislature has intro
duced a resolve by the terms of which anyone who called any

0 behavior may be of the highest But there remains a flap- fish commission to whom a con
tract of employment means noth

constitution. There ought to be a
law against pultfiig anything In
the ronstlulion to limit the politi
cal activities of s state senator.

The Idea Grows.
If any had told you. a few years
back, that an Irish province would
soon pledge Itself tn prohibition,
doubtless you would have bidden
him go along with his blarney. Yet
the provincial legislature has voted
to attempt lor! option in Ulster.
The Idea makes headway.
It must be that folks. In Ulster
are undismayed by the crafty re
ports of American prohibition,
which In those parts Is represented
to be a total failure. Aa for us.
here In America, we are not dis
mayed. Prohibition Is far from be
ing completely successful, but Ihe
evidences of Improvement are -all
about us. Had as matters are. with

better limn (he old days of the
saloon. And tho hootlenger Is not
necessarily a pormmieat national
character, lie works In tho dark,
like any oilier lawbreaker, and It
grows Inceaslngly difficult for him
to secure and market his wares.
Prohibition In l ister Is hut an
indication of the trend. Upou the
American endeavor, which, con
trary to thirsty belief. Is mil to be
abntidoned, rests the conversion of
many countries. The nations that
never before asked themselves If
drink was a liability are asking
that question now. The answer dis

The man was seen prowling

a search for drugs. Failing to find
them there, be apparently conclud

way of the transom over the door
connecting with Dr. Houck's work
room. In getting lato the room he step

which were prised quite highly. He
apparently aearched the rooms
very thoroughly, taking such ar

the young ladies employed on the
floor, and she' was able to give a
