PORTLAND, Ore., June 27.
Willium M. Jurdine, secretary of
agriculture, outlined whut he
termed the three fundamental
principles of group marketing In
a luncheon' at the Chamber of
Commerce here today. Secretary
Jardlne arrived in Fortluud short
, ly beXore noon on his tour of the
j coast, wheivj he Is studying farm
i conditions, after attending a meet
ing of the Agricultural Club of
Oregon. Secretary Jurdine was
to leave tonight for Kastern Ore
gon to meet farm era and inspect
some of the largy wheat districts.
Mr. J a rd lire's three principles
were:
A particular plan for a partic
ular commodity; honest, efficient
and experienced managers and a
loyal membership which knows
how the organization operates.
Basic problems cannot be solved
by any other .method, he said.
Laws he averred, can bo noth
ing more than shock absorbers,
he said. Marketing problems must
be solved by individual commun
ities with farmers and b us i tress
nun working together.
"I do not need to emphasize the
Importance of your timber lands
and your timber crops", said Sec
retary Jardine, turning to another
subject,
"Something over ono-thinl of
the totul remaining stand of saw
timber in the United States lies
In Oregon and Washington.
This Is priceless heritage. But
It cannot continue to be enjoyed
in proper measure unless effective
thyught is applied to the problem
of keeping every acre of perma
nent forest land productive.
"This region has an opportun
ity to mttke forestry that is, per
manent ttmbMr productionpart
or Its program before its virgin
forests are gone.
"Nearly 2:1,000,000 acres of
land In Oregon and morn than
15,000,000 acres in Washington
are classified us perpiniient forest
land, useft:l for growing no other
crop but timber.
"The Clarke-. McNary act. which
was largely the result of the
tlmtiirhtlul attention and earnest
efforts by your Senator McNary,
recognizes the obligation on the
part of the public to help finance
the protection of state and private
lands, and it Is our belief that
the Ftato and Federal government
together should bear about half
the cost of protection of such
lands, rfVlying on private owner
ship to meet the otber half.
"It Is my wish to see the con
tribution of the Federal Govern
ment under this program brought
up to its fair proportion us rapid
ly as possible."
