Rules and regulations govern
ing the granting of licenses and
certificates of title under the new
state law, have been given the
sheriffs of the state by Secretary
of State Sam ftozer. The new
laws provide that each auto owner
must secure a certificate of title,
olank forms of which, accord
ing to the information from
the Secretary, are now being
prepared ready for mailing to
those who have already regist
ered their cara. Licenses may be
obtained after July 1, for one
bait the cost of a full year's li
cense, but a certificate of title
will be required in such cases.
The regulations are fully explain
ed In the following letter to the
sheriffs:
This letter is written, in re
sponse to a request of the sheriffs
of a number of the counties ask
ing to be advised regarding the
acceptance of applications for
motor vehicle licenses before July

fee, and as to what lime prior to

cations with the ono half fee, re
spectfully direct your attention
to section 25. Chapter Gti, Laws
1921, as amended by Chapters
331 and 363. Laws 1925, copies
of which are enclosed.
By these sections, It will be
noted, that upon the registration
or upon the annual renewal of a

the period of application to the
secretary of state tor registration
and the receipt of permanent li
cense plates from the secretary
by the applicant.
The foregoing sections of the
motor vehicle laws relating to
applications for motor vehicle

must apply concurrently there
with for a certificate of title, and
that the license cannot be Issued
to fhera by the secretary of state

of title by that official. Forms

tore especially urged to bring to
their attention the provisions of
the certificate of title law (Chap
