PROGRESS IN 150 YEARS
. One hundred and fifty years seems a very long time to
. the schoolboy. Yet if you ask one of our oldest citizens here
in Roseburjj how long it is since the battles of the American
revolution were fought 150 years ago, he will say it is not
vx'ry long.
. If such a man is 9Q years of age, he can look back to
His boyhood, and remember the old timers of his day. He
cjin recall how they told him their experiences in the Revolu
tionary army, and how the country felt during thdse fateful
yjears when they were fighting for liberty,
j It would seem as'if the world had made far more rapid
progress in these 150 years than it did in all the previous
time since the Christian era began. Just think of the primi
tive conditions that prevailed when those Revolutionary
battles were being fought. No railroads, no telegraphs, no
telephones, no electricity, no wireless communication, hard
er any machinery, and almost no newspapers. It took six
days for the news of the battle of Lexington to get down
to Philadelphia. People were getting along in the most
ptimitive way, factories did not exist save on a very small
scale.
It sometimes seems when we look ahead, as if no similar
progress were, possible in the next 150 years. Yet there is
a field of progress which is far more essential than anything
in- material gains.
" We have harnessed the water and conquered the air,
and made electricity to be our humble servant. Yet we have
not trained the human spirit and made it do the work of
the world as it ought to. Men and women are almost as
selfish as they used to be back in those old days, and within
10 years they have broken loose in the most cruel war the
world ever knew. The progress of the future must be pre
dominantly moral. Material gain only touches the outer
fringe of the problems of humanity.

America's dead will sleep this Memorial Day beneath
the richest tribute this nation ever has offered to a senti
ment 50,000,000 individual blossoms, representing virtual
ly every variety of flower. The fortune thus scattered upon
the nation's graves it is estimated, will total $5,000,000.
These figures were obtained in a national survey just com
pleted by the National Memorial Day Association, through
its research department. This survey disclosed that a great
number of blossoms per capita were distributed last year
over the graves in Eastern cities than in the West. As an
example, the investigates reported, in one representative
Atlantic Coast city, 10,000 wreaths were distributed through
the cemeteries, a total far exceeding that attained by any
Western community. Does this indicate the East is more
patriotic than the West? The statisticians were unable to
arjswer that question, but explained this year's forecast in
dicated a greater profusion of floral offerings in the West,
afcwell as in the East, with the probable preponderance still
remaining nearest the Atlantic.

A drive is to be made in each state for legislation for
child welfare, parti6ularly to care for the needs of destitute
.and homeless children. A child who grows up like a weed
afd absorbs all sorts of bad ideas from street companions,
is; likely to be a very costly proposition. Taxpayers who
object to expenditure can be reminded that it would bo
cheaper to have such a youngster given proper care from
the start. The loose ideas of family relations now prevail
ing, tend to set a largo number of children adrift. Loving
care will hold many of them straight, who if left to them
selves will enter upon careers of evil. The sympathetic
heart of the nation ought to get out to all children who are
coining up unloved and unregulated, and it should see that
some kind of a worthy home is provided for all of them.

; : It is claimed that 50,000,000 people are reading immoral
magazines in this country. That is perhaps an exaggera
tion. It is hard to believe that there are so many who wish
to cheapen themselves in that way. Still such publications
nie having far too wide a circulation, and they should be
required to clean up or quit business. It is pretty hard to
bring up young people with clean minds and a desire for
substantial achievement, if their thoughts are concentrated
on morbid sex interests. What they need is to get out ot
doors and work off their surplus vitality on healthful sMrts,
but if they Bpend their time sniggering in corners over shady
jokes, their minds arc distracted from the aims they ought
to follow.

In Suther'ln yesterday the citi-
sens of that city voted for an

water for domestic use. Pro
gressive cltixens of the city
have been working for almost
two years in an effort to bring
this project to successful cul
mination, and are greatly de
lighted with the outcome of
the election in which the
bonds were approved by a sub
stantia! majority.
- Sutherlin during the past
few years has been enjoying
a substantial growth, and In
vestments made there recent
ly insure of still greater for
ward strides In the near fu
ture. The city's present sup
ply of water is held to be in
adequate, for Its many needs,
and the maintenance cost fa
considered unduly high. For
these reasons, and in order to
supply better water In greater
quantities, for domestic and
irrigat ion purposes and fire
protection, a water system
which will be sufficient for fu
ture needs was detnned advis
able. Sponsors of the project
have been spe n d 1 n g m any
tuonths placing the advantages
of such a system before Che
people of the community, and
working out plans for the
project, and they are greatly
enthused over the results of
Die special bond election.
The plan Is to extend a pipe
line seven miles east of Suth
erlin to the Calapooia dam,
which wtll give sufficient
water for a city of many
thousands of people. This is
pure mountain water, and is
ideal for domestic use. The
fall will be sufficient to give
ample pressure for fire pro
tection purposes, and after
the system is once Installed
the maintenance cost will be
negligible for many yean.
