Jurisdiction in deciding the ques
tion of fact, this court is without
authority to say whether his judg
ment was good or bad."
Hoss was discharged after a
hearing before the governor, prin
cipally on charges of extravagance
based on the fact that, with Com
missioner, Kendall, he voted to
hire Carl I). Shoemaker as office
manager of the commission at $"'00
a month, after Shoemaker had
been removed as master fish war
