ia the body having final authority
In . paasiug upon the coumcu of

which la r quired by tit a lute "to
prevent unnecessary duplications"
of work, has been in session this
week, aud while no rulings have
been made it can be said that ques
tions at issue are in a fair way to
amicable set Dement, Mr. lii und
says.
The faculties, regents and alumni
of both iiidtitLtions have houn a
fine Hpirlt of fairness in the hear
ings h Id and all neem to regret the
larg" amount ftf publicity which haa
exaggerated the auriousnesa of tho
situation.
"These technical questions of
courses of aludy enn hardly be suc
cessfully tritd out In the newspa
pers which aeeni to have radiated
more heat than light in the pres
sent discussion," said Mr. Urand.
"Oregon has reason lo be proud
of both of the gr.at institutions of
learning, and ot the tact that Ore
gon's percentage of young people
going to college la larger than that
of any other state in the union,
liath institutions are ambitious to
make themselves the most efficient
and best possible, and it Is from
this ery commendable earnestness
in developing these institutions
Liiat the trouble now comes. In a
stale with our small population we
cannot afford and do not need two
complete uniwrsitles located only
10 miles apart. Some lines of work
must be stressed at one, some lines
at the other, and some things, such
as home economics, music and the
basic arts and sciences must be du
plicated to some extent In both in
stitutions. To what extent it is not
always easy to say.
" The public should understand
that our Hoard does not exist to
prevent nil duplications, but to pre
vent "unnecessary duplications" i
which is a wry different thing, i
ami one in which every Oregon
taxpayer is interested.
"Yuu may say that mither instl-!
(utiou has the slightest desire to!
cripple the work of the other, audi
that the Hoard of Higher Curricula,
which it presents Uie people of the;
slate, would not permit it IT it had. !
other meetings of the Hoard will be 1
held boon, ami annouuc nients will
b made which 1 think will show
the two institutions in closer and
more cordial co-operation than ev- j
er before." i

Mr. George h. Troyor, Chief
Quartermaster, V. S. Navy, will be
in Koseburg May 21st and 22nd. x
During Troyer s service in the na
vy he has had some very remark
able experiences in various parts of
the world. Ilefore Jhe war he was
in China doing duty on a gun boat
on the Yantgze River. The navy
maintains ships many miles up this
river to protect the missionaries
and American business interests.
During the period on this river he
was at one time 1500 miles in the
interior of China, a place seldom
reached by a white man. When
the World War broke out he was
sent to Kurope on one of our latest
submarines and saw active duty In
the Mediterranean w aters. This
submarine duly was considered by
our government one of the most
hazardous and at the samo time,
useful duties of any performed by
our naval vessels. His thrilling ex
periences of fights with German
submarines Is a romance in itself.
Troyer originally enlisted In the
navy at Portland, where he is now
performing duty at the naval re
cruiting station. He will be very
glad to giv? any Information re
garding the naval service to any
who are interested. While In Rose
burg, Troyer will be at the Grand
Hotel.
