CKNEVA, May IS. The crisis

for the control of traffic in arms
and munitions which has hem
crcaltd by America's refusal to
, have the League uf Nation's coun
cil appoint the central off icy tor
arms control was averted today
by a decision to abandon the. plan
to establish the proposed central
bureau.
Representative Theodore E.
Iturton of Ohio, head of the Am
erican delegation, addressing a
special committee In charge of the
question, Insisted that the central
bureau should not be connected
with the league. Virtually all of
the other ten countries represent
ed on the committee adhered to
the idea that no central interna
tional bureau should be establish
ed unless it is placed under lea
gue's jurisdJction. Confronting
this Impenetrable wall the com
mittee decided the conciliatory
thing to do was to make progress
by marching around it. Therefore
on motion of M. Lange, of Nor
way, the committee unanimously
resolved that In Us judgment the
central office or bureau In the
form previously proposed is not
impossible and that the same can
be attained by allowing each gov
ernment to publish arms statis
tics. Practical effect of today's ac
tion is that the League of Nations
nevertheless will collect all data
regarding arms and the result
will be the same as if a central

WASHINGTON, May 18. The
Washington government is await
ing with Interest some word of

European debtor nations to the
news that this country desires to
arrange funding settlements with
out undue delay. Meanwhile there
U speculation as to which will be
the first to submit a proposal.
France, whose debt to the Unit
ted States is the largest of the
lot, is regarded as the hub of tire
situation, and It Is known that
oficials would welcome an open
ing move from that quarter.
If the means of conveying this
government's desires to the for
eign capitals have been varied
they have lacked nothing In force
and definiteness. In every caae
the debtor nation has been given
to understand in an unmistakable
way that Washington believes
funding arrangements should not
be further delayed. In view of
that fact, the statement of the
Krt-nch foreign officers that "no
note" on the subject has been re
ceived from Washington Is re
garded here as merely the stock
diplomatic denial, based on a
technicality.
In any case, there remains no
misapprehension In Paris as to
the views of Washington and of
ficial here are pratified that by
the creation of a committee to
consider the subject. France has
at least made a beginning toward
the end desires.

of occupation, but that Italy has
received no payments whatever,
lie quoted statements of some
Englishmen and Americans to the
effect that the cancellation of fitter-allied
debts would be chiefly
advantageous to England and
America tnemseives, because it
would accelerate Europe's pur
chasing power and lucreatw Eng
land's and America's exports,
lie declared that Italy has
every conf id nee in the reelings
of justice and equity which in
spired her creditors. A message
was read from Premier Mussolini
expressing agreement with TU
toni'a views.
Signor Tittonl also pointed out
that the money borrowed by Italy
during the war from England and
America was spent entirely In
those countries for necessary war
materials. Thus, he said. Italy's
borrowings had gone to increase
tire profits of England and Am
erica. He asked If these profits
should n6t be balanced off in an
equitable accounting.
''Indeed, America and England
In loaning money to Italy, were
realty Investing their own capi
tal at home," he said.
He added that Italy must trust
the sentiment of equity of these
great nations whose acute busi
ness sense has never dampened
their passion for Justice nor their
constant sympathy and friend
ship for Italy.
He urged his country to make
no more foreign loans.

CAVEMEN TO INVITE
UMPQUA CHIEFS TO
GRANTS PASS MEETING
According to Information from
Grants Paisa the Cavemen are de
sirous of having a get-together
meeting 'at Grants Pass with the
L atpqua Chiefs of Host burg, and
in the near future will extend an
invitation to the Koseburg club to
visit the cave city and partake of
the hospitality of the booster club
there. The last meeting between
the two neighborly organizations
was at the time of the Installation
heie at which the Grants Paas
Cavemen took a prominent part.
