ROSEBURG, OREGON, TUESDAY, APRIL 28, 1926.
A PITIABLE CASE OF DELINQUENCY
We listened to the testimony in the Palmer hearing; for
a few hours yesterday. This case originated some months
ago when the father was taken into custody for a crime com
mitted against one of his own daughters and is now serving
a term in the penitentiary, while the mother has been in a
Portland home and the ten children are being cared for by
the Hoys and Girja Aid Society. The case is a pitiable one.
Poverty, brought about by a lazy, indolent husband, coupled
with an utter lack of home management on the part of both
parents, is responsible, to a large degree for the many diffi
culties arising in the Palmer home. There is but one effec
tive remedy for such a combination the unsexing of both
parlies before marriage. This would have be.cn a humane
act. Ten children are the result of this union, and, alter
listening to the testimony offered by the mother concerning
the home environment of the family from the very beginning
of their married life, and there are thousands of cases that
parallel this one, we are easily led to the conclusion that' the
sins of the parents are responsible for the many atrocious
crimes committed in this old world every day. How could it
be otherwise when parents feed their offspring from the
' very beginning of life on such filthy atmosphere as found in
the Palmer abode? It is better for all concerned that the
the children remain wards of the state, that Mrs. Palmer al
so be given state care, and the husband, whef is now serving
a term in the penitentiary, be confined for the balance of
his natural life.
Some fellows get the idea into their head that a news
paper is published for the purpose of giving space to in
dividuals who are inclined to discredit public officials and
private citizens for any shortcomings credited to them,
which is in no way a matter of news. In fact, the individual
with a loose tongue has a sort of mania for "getting ihe oth
er fellow" at the expense of the newspaper. Well, those days
have gone forever. No legitimate publication tolerates such
Stuff any longer. It deals with facts not a lot of imaginary

This fellow Duncan who has been cutting capers in this
vicinity for the past week, seems to have a fondness for hack
saws. If he keeps up his pace he will find himself dangling
from the end of a rope.

Wiped his chin
And grumbled:
"This is the fust
