toon In a humorous publication in
which two tliUKi were talking ov
er their business, one of them say
inp, "I'm laying off these mur
ders 'til I finish my correspond
ence course in Insanity." And so
successful are defense cases when
insanity is the plea that the A mer

just that attitude among our crim
inal classes.
We have no doubt ' that every
murderer, from one point of view,
suffers from mental derangement
that can easily be branded insan
ity If one is inclined to be senti
mental and silly. Certainly the
taking of human -life is not a nor
mal, natural thing for anyone to
do. To kill is to experience some
abnormal and degenerate mental
state that is below the average
and contrary to the establish.!
scheme of life. But irrespunsibil
Ity should not become the basis
for the operation of justice in ev
ery instance.
The murderer in Germany who
was hanged the other day for the
taking of twenty-five lives was,
without question, a degenerate in
some way. Men do not kill scores
of their fellows and go to the gal
lows "joyfully" and still remain
normal and Bane. Yet the German
court did not concern itself with
the question of sanity In dealing
justice to this man. He was a
murderer, a menace to society, and
he paid the penalty provided by
law. He may have been insane
probably was, according to our
present caort standards but he
jtot the hangman's noose just the
same. And with his death the
German nation -escapes any possi
bility of his being declared sane
and normal at some future time
and set free to perpetrate similar
crimes on a defenseless people.
Kugland's method of handling
murder cases is equally effective
and equally swift so much so, as
a matter of fact, that the mur
ders In that country are few and
fat between. They are not both
ered there either with frequent
hangings or with over-populated
i'.ane institutions. .
America has two courses open
for curtailment of crime: first,
the enactment of laws that will
prvent the propagation of the
diseased and the degenerate; sec
ond swift justice that falls to rec
ognize petty Insanity as an excuse
for murder. Although wo are not
an ardent exponent of capital pun
ishment, we believe that fast and
furious convictions and equally
rapid hangings for the crime of
murder would do much to maintain
the sanity of those inclined toward
crime. It's getting too easy for a
murderer to go Insane after the
deed is done, especially if there is
a keen criminal lawyer at hand to
tell him how. Neither the Great
War, the extreme complexities of
American social life, nor any oth
er such excuses can rllitiv bo
blamed for the spread of crime In
this country. As long a:t our
courts and the people who should
hold these courts responsible retain-their
present attitude towitrd

Virgil Hamlin, well known ring
promotor of Portland, passed
through Koseburg ywsterday af
ternoon enrouto to Med ford with
six scrappers, who performed in
three bouts, featuring a smoker
at the Elks lodge in that city last
night. The party Is travelling in
1 two automobiles. Mr. Hamlin
made a brief stop in this city to
j say "hello" to several of his local
j friends and acquaintances, some
of whom were companions of his
j boyhood days In Koseburg.
I Mr. Hamlin states mat the
Portland wrestling fans have
taken quite a fancy to Ralph
Hand, the southern Oregon grap
pler, who meets Paul Amort in
this city on the night of Apr.l 28,
and that he expects to bill him
. for several good matches in the
big city within the next few
I months. Hand will not tako on
j anybody prior to his tussle with
Amort, but Hanil.n expects to
! match him during the coming
summer with Johnny Myers, the
the middleweight champion, for
whom Hand can easily make
weight.
Hamlin says Hand Is in the best
condition of his career and dis
playing wonderful improvement

curate. A paragraph from a let
j ter from the Pacific Co-operative
Wool Growers Is to the point, and
i follow;
I "We are having this matter
brought to our attention wry
forcibly in handling the shipments
for 2600 wool growers In this and
other states during the past four
years. It is very seldom that we
find any country scales that even
closely check up with our U. 8.
licensed scales, which are tested
twice daily. The result is mis
understanding and distrust on the
oart of the grower towards his
co-operative, which Is a very bad
thing."
There Is absolutely no reason
or excuse for Inaccurate scales,
says Mr. Spence. The state de
partment will test them for any
elevator, warehouseman or others
without charge.
Advise Selling Own Products.
R-egardtng a recent bulletin on
the matter of unreliable produce
dealers, there have coma to the
market agent's ofice many sug
cestlons for better protection of
farmers. One suggestion that
was endorsed by a Grange local,
was that the farm organization
co-operate and own and operate
their own produce house In Port
land. flower Pilot's for Gruhi.
Tho IT, S. Department of Agri
culture warns farmers against un
due optimism for the coming crop
year. While a higher range or
prices In livestock and dairy pro
ducts is looked for, lower prices
in wheat and corn are likely, the
bulletin states.
Needed In Oregon
Mlchlsan has a Beed law that
should he adopted in Cretan, the
State Market A sent thinks. It
requires handlers of seed to give
the nrtme of the state, territory or
foreign nation in which the seed
was grown. "The grower is en
titled to this information." says
Mr. Spence. "Oregon has had
much trouble in the past over
seed that does not do well in this
tate. The buyer has a right to
know what he is raying tor."
