It is an easy matter at present
by the use of the X-ray to pene
trate pieces of steel three Inches
lu thicknesB, Profossor Putlin as
serted, but what is soucht by sci
entists is an apparatus to enable
them to examine into castings ten
or twelve inches through. Thi3 is
desired bo that flaws may be de
tected in castings, and to avoid
serious danger to workmen's lives.

birth rate continues to decliue, ac
cording to the vital statistics for
last year, just completed.'
The births numbered 752.101 and
the deaths 679,885. the excess ot
births over deaths being 72,216 as
compared with 95.000 for the pre
ceding year. Dr. Varlot, authority
on vital statistics remarks that but
tor the populution ot the recovered
province of Alsace-Lorraine, where
large families are still usual, the
situation would be much worse.
According to figures gathered by
him, the number of births steadily
increased in France from the be
ginning ot the nineteenth century
and reached their peak during the
second empire, with over l.OoO.ooo
annually. After the war of 1S70
they began to droop. Thus In 1S76
there were 967,000 births In 18S6.
907,000 in 1890, 867,000 and in
1907, 774,000.
The doctor observes that the
birth rate in Germany has begun
to fall but that the excess of births
over deaths still amounts to 300,
