TIJE CURB f PR LAWLESSNESS
Widespread alarm is caused by the spread of lawless
ness and prevalence of crime, and drastic action of various
kinds is called for. Penalties for many offences should be
made more severe. Yet such wrpngs are not cured wholly by
penalties. When a boy or girl does wrong .things, something
is missing in the training of that youngster. The schools
ought to dp more in jthe way of moral and religious training,
yet their time is occupied by their extended courses, and such
standards of conduct can not be wholly created by lectures
and text book instruction. The fundamental reason for the
lawless spirit is to be found in lax family government. The
average American parent loses control of children at an
early age. Our people in Roseburjr ' will say that it is' not
easy ,to deal with children jn these times. It is hard to pur
sue a policy that is .contrary to fhe general trend of society.
If one home attempts to be stricter than the average, the
children of that home become rebellious and think they are
singled out for specially severe treatment. What is needed
is a general movement on the part of al) good homes, ftfr a
more earnest attempt to bring up their children with firm
principles of honor and morality. People must wake up to
the idea thai the ,chd,ren are runnjng wi,ld and n,eed a great
er degree of restraint, that they are escaping from the re
straints of family .discipline altogether too early. The peo
ple who are influential in the community should set the ex
ample, by carefully abiding by the law themselves, and by
firmer discipline with children. If it can become fashionable
to obey the Jaw and bring up children with principles of good
conduct, it wijl be easier to establish these standards for everyone.

violated not only the present law
fixing the location of the depart
ment, but also the new banking
code act which was passed by the
1925 legislature and which will he
effective May 28. The banking de
partment was transferred yester
day from the State House to tho

Section 16 ot the new banking
rado makes It mandatory that the
offices of the department shall be
In Salem, and allows only that
branch offices of the department
may he located in Portland. The
section roads as follows:

Stat 1a hereby required to furnish
suitable quarters therefor; provid

hotel room of Joseph Phollno they
suspected him of being a bootleg
ger, but they had no Idea that
he was a former professional
heavyweight wrestlor. After they
were treated at the receiving hos
pital for a sprained back and a
bruised face, respectively they
reported that Phollno had greeted
them with a vicious assortment of

liam B. Leeds, and former vice-

day. I Mr. Leeds had been an Invalid
'for years. His wife. Louise Hart
shorne Leeds, plunged to death in
! February, 1923, from a window In
their East Sixty Fifth Stroll home.
It was pronounced a case of sui
cide, although friends believed the
