supercede battleship supremacy
at sea Is implied if not stated. In

construction program for the pre
sent and ensuing fiscal years, now
before congress.
This waa disclosed in the -publication
today of the report of the
navy general board, acting as a
special board of inquiry by the
presidet's direction on the rela
tive military value of aircraft,
submarines and battleships, along
with a statement by the executive
showing the basis of the appropri
ation recommendations lie has
forwarded to congress.
While the president made "no"
direct reference to the boards
findings, his statement shows ac
ceptance in principle- but on a
modified scale, of 4 tie hoard's re
commendations as to the priority
and nature of new construction
for the navy.
