Back 2000 year ago there was a tribe of Creek phil
osophers who taught that civilization is a curse, and that satis-

Henry Ward Beecher defined them aa people who could never
aee a good quality or who never fail to see a bad one. It
movement is started for a good
some plan of social or political reform, such people see some
sinister motive behind it, and think that some one is trying to
make money out of it or gain advancement for himself. The
conical element generally deny that the world is making prog
ress, and they think that while civilization brings material gains,
it, does not add to hnppiness or produce moral improvement,
.many of them feel it is no use to advocate any movement to
abolish wars, since human nature will in the future be about the
same as it has in the past, and as nations havj always fought
each other in past ages, they will do so indefinitely. The world
according to them is running around in a certain treadmill that
produces motion, but gets us nowhere. No matter how cynical
any of us feel, no one of us wants to go back to barbarism or
to ancient times, and throw away the finer spirit and more gen
erous humanity of these days. On every hand one can find
evidence of philanthropy and good feeling which never existed

aome in Roseburg. They decry
hons and efforts for improvement. Ir we listen to them we
ffhnll get nowhere. But any city and country that has faith in
the posibility of better things, and will work for them, can gain
tjiem to a large extent.

preciate the movie world way of advertising, expresses a few
good thoughts for the common herd of humanity whn he
toys: "After 40 years of married life, with the same wife as

It is lucky for the world that most folks don't take the same
view, for I have never known a married couple that didn't quar
rel at least to a Certain extent. It's a human trait, 1 guess.
We've got to put up with it at the time, but there isn't a bit of
dense in letting it ruin our lives.' Here we have the Harts, tell
ing the world all about their differences, and snarling at one
another in court, just because one or both of them didn't have
common-sense enough to say 'Let's forget it." ".

trow in progress at Jersey City. It has also been stated by a
witness that the senator is the head of a big bootlegging ring
that has been doing business on a large scale over quite a period
of time. When men in high public office join hands with the
bootleggers and denizens of the underworld to defeat the ends
of justice it makes pretty hard sledding for the officers of the
law to unearth the principals in many a big whiskey transaction.

Lawrence .1. Flaherty, represen
tative elect from the fifth Cali
fornia congressional district, was
reported critically 111 today aftor
an operation for an Intestinnl ob-
strurtion at a hospital here.
Mr. Flaherty tu elected to
fill the vacancy created when
Mrs. Mae Nolan, widow of the
late Representative John I. No
lan, refused to become a candi
date for re-election after she
served during the unexpired
term created by her husband's
death. Flaherty Is a republican.1

in the international opium con
ference threatened through fail
ure of the Itritish and the Am
erican delegates to agree on a;
proposition for the suppression
of opium e mo king in the far
east, seemed somewhat tempered
at the conclusion of this morn
ing's session as the result of me
diation by France. 1
This took the form of a new
proposal by Eduard Deladier,
French minister of colonies, that
the various countries engage to
abolish opium smoking within
15 years after the council of the
league of nations haa officially
found that the growth of opium
in the producing countries had
shown an appriciabte reduction.
The French plan gives China
two years to curb her production
and provides for the league
council making an investigation
In the third year to determine
whether the reduction was ap
preciable. The American proposal was
originally for a 10-year limit for
the suppression of smoking be
ginning at once,- modified yester
day to make the period 15 years,
while the Itritish suggestion was
that the fifteen year limit for
suppression start with the dis
appearance of the . smuggling
danger.
