To Extend Work.
"No amount of organization can
obviate the fact Hint scouting de
pends first, last and all the time
on the scoutmaster." said Mr.
Scott this morning. "It Is often
asked, why all this organization
when the thing wanted is to have
men show bovs how to be real
men. Tho answer Is that the pur
pose of the orgnnir.nl ion Is lo
stlmulalo men to be scoutninsters.
and to provide nienns for their
training as such. Very good work
has been done In many instances
in this county, without nny organ
ization nnd without nny full time
executive leader, and there is
nothing but commendation to be
given it. The question arises, how
ever. Is It worth while to give to
ninety per rent of the bovs of the
county, or to a part of ninety per
cent, what the other ten per rent
are now getting out of scouting
Tho purpose Is not to change but
to Improve and extend, tho good
work that has been done."
