The water of the earth may be divided into three parts that
Which rc-ots on the surface, that which floats in the atmosphere,
that which lies below the surface. The subsurface or ground
water occurs largely in the pores or open spaces of rocks,
;;nm of it. is loincd with the mineral matter of the rocks as
irr of crystallization" and "water in solid solution
perhaps imprisoned di"p in the earth, where no open spaces can ;
exist because of the pressure caused by the tremendous weight of
the overlying rocks. Ground water is found partly in a zone that
jg saturated and partly in an overlying zone where it is suspend-.
The water in the zone of saturation is divided into two parts
-Lthat which supplies wells and springs "d t,l:lt which will not:
floiv out of the ro:-ks even when wells are drilled down to it; and
the water held in suspension is divided into three parts that;
which lies in the soil within the reach of plants, that which forms!
;t capillary fringe immediately above the zone of saturation, and;
that which lies between the soil water and the fringe water. IJuti
plants, even when they are desperately thirsty, are not able to j
obtain more than a certain part of the water in the soil. Thus,
the earth contains water that is available for plant growth and
tfuter Ihiit is not available for plant growth. Even that remnant'

may be removed by evapor; tion and that which is called hygros

posed to the atmosphere for r. long time. '

An Efficient Method of Preparina

The North Idaho Chamber of Com

selection of a board of five members
to have charce of measures looking
to economy fhould result in more pro

was left to work out its own proprnm.

be able to better advise the taxpay

efficiency which they dn.-ire.
Interest of Idaho citizens In tax re
duction lias been growing. The last
session of the legislature displayed a
willingness to trim expenses and the
result was a decrease in the state
levy which has served as a founda
