ing" between Ureal Britain and Ihe
l ulled Statea might be perpetuated,
will doubtlesa be shocked to know
that the American automobile own
ers will foot the entire bill within a
period of the nest tea years. Ac
cording to an article appearing in
the New York Commercial recent
ly Otis last statement la a fact, and
the Amercian automobile owners are
the fellows who need sympathy.
Crude rubber haa advanced from .13
to .14 a pound five months ago to
.35 at tbla lime and the Commercial
says:
"Through manipulation of Its
crude rubber monopoly recently Ini
tiated, Great Britain will bo enabled
to pay its $4,800,00,000 war debt to
the United States In a decade at the
expense of American automobile
owners and other rubber consum
ers, according to Senator McCor-
mlck, of Illinois.
The senator has submitted to the
senate a Commerce Department re
port detailing the new British ex
port dutlea and other measures ror
restricting the production and In
creasing the price of crude rubber
grown In the Malaysian Slates. The
duties nre practically prohibitive on
exports In excess of 60 per cent of
the 1920 volume of production rising
from 8 cents a pound on exports be
tween 60 and 66 per cent to 24 cents
on exports in excess of 100 per cent.
The cost of crude rubber already
haa nearly doubled aa a result of
tho British restriction and the price
of automobile tires has advanced
sharply within the last month. Tires
and other rubber articles are going
to cost American consumers from
1300,000,000.000 to $600,000,000 a
year more than hitherto. At the
latter figure the British, said Sena
tor McCormlck, would reap a prof
It sufficient to discharge their debt
In about eight years.
Some 70 per cent of the total
domestic rubber production in the
world Is crown In British posressions
and nearly 10 per cent more is
British grown elsewhere. America,
If my memory serves me, consumes
about 70 per cent of the rubber pro
duced. In short, we shall pay the
greater part of any Increased price.
It has been estimated that the cost
of rubber to the American people
will be somewhere between $5,
noo.OOO and 150.000,000 a month.
The services of the American auto
mobile owner will then be enlisted
for a decade In paying the British
war debt to America.
Not only every tire manufacturer
every automobile manufacturer and
every dealer In tho I'nlted States but
every automobile owner would be
directly affected."

NOW BEFORE PIERCE
SALEM". Feb. 20 The house lent
on Its way to the governor Saturday
Senator Brown's sterilization bill.
Keeney and Kuldl were tho only two
members to vote against It.
Differing from the former Bterill
xatlon bills It applies generally rath
er than to Inmates of state institu
tions alone, and has for Its purpose
the sterilization of any person who
may propogate the unfit.
It provides for a board of eu
genics to be made up of various
heads of stale institutions and mem
bers of the board of health. Opera
tions on Inmates of the state Insti
tutions are to he under direction of
Ihe respective superintendents and
on those other than by Institution
heads tinder the direction of th
secretary of the state board of
health.

AMENDMENT MADE TO
ELECTION BOARD LAW
SALEM, Feb. 20. Vnder an am
endment to the double election board
law adopted by the senate this morn
ing the counting board will hereaf
ter not begin work until four o'clock
on the day of election. The bill as
originnlly Introduced by Senator
Joseph would have abolished the
double board system entirely as
tending to nullify the secrecy of the
ballot. As amended It is believed
the bill has overcome to a large ex
tent this objection while retaining
some of the advantages of the doub
le board system.

MM passed by the senate this morn
ing. The bill was sponsored by a
majority of the Multnomah delega
tion in the house and senate and in
its original form called for three new
Judges. In Its amended form the bill
was approved by those who had op
posed the original bill and was pas
sed with only three negative votes.

The Wilbur P. T. A. held their roc
ular meeting at the school house last'
rrulay night. After the business was
disposed of a short program was en
Joyed by all.
The procram consisted of sevetal in
strumental numbers, n talk by Mrs.
T. E. C.rae. and a set of slides from
the University of Oregon on Jose
phine County.
After the procram was over, cames
were played by the young people and
refreshments were servid by the
ladles which consisted of pie, coffee,
and cocoa.

Mr. and Mrs. A. J. Brown have re
turned to their home In this city.
John Hanks Is visiting bis brother
Jessie Hanks at their home In Idaho.
George Morley, the young son of
Mr. and Mrs. S. Morley, had the mis
fortune to break his leg at the knee
joint while he was coasting on the
hill. Ho was taken to tho Mercy
Hospital yesterday. The break Is a
very serious one, and Mr. and Mrs.
Morley have the sympathy of our
city in this serious accident ;

Teddy, the baby son o'f Mr. and ;
Mrs. Perley Winkelman, died at the !
home of his grandmother, Mrs. E. j
Winkelman on Saturday, at 4 a. ni. i
He died of acute Indigestion. The
funeral occurred on Sunday at 3
p. in. Rev. M. C. Davis officiating.
The services at the cemetery were
vory touching. The young parents
have the sympathy of many friends
and relatives In their bereavement
