Lumber and wood-using industries In the Unitod States rep
reient an investment of $12,000,000,000 and employ approximate
lyone million people, being first among the nation's industries in
lh number of employes and secoi.d in invested capital and in the
anfiuiil value of their products, according to an estimate recently
map!e by Frederick J. Haskin, the well known writer and economic
authority. Other students differ somewhat in the arrangement
of Jhese estimates but no one doubts that, next to agriculture, Ihe
luniber and wood-using groups most vitally influence our national
life'. And sharing with agriculture the fact that their products
are heavy, bulky and of prime necessity wherever men live, lum
ber and the wood-using industries are absolutely dependent upon
the element of transportation as affecting the cost of their pro
ducts to consumers.
Within the past few months there has been a spontaneous
and nation-wide demand for a reduction in freight rates upon the
products of the soil and for the other fundamental requirements
of the public, including lumber and wood products. Lumbermen
declare that the chief element in the cost of building materials is
freight. The nation is waiting to start upon a program of home
building but in many places builders declare that freight rates
havo enhanced material costs to prohibitive levels.
- At a conference of shippers in Washington December 14, last,
a general committee was appointed to present the matter to the
interstate commerce commission and hearings before that tri
bunal are" being held this week in Washington. Uniting with lum
ber are representatives of such organizations as the American
Farm Bureau, Ohio State Industrial League, American Associa
tion of Nurserymen, National Canners association, Illinois Dairy
men's association, eta. It is expected that the results of the hear
ing will be made public within the next few weeks.

Public sentiment in all nations has demanded that the Wash
ington conference take action to limit costly armament, so that in
that respect the statesmen of the world, have been forced to' do
something. ' -
The real test of how fur these nations are willing to go to
ward a new order of honest and sincere relations, comes in their
attitude toward the Chinese people. Here is where thdir selfish
tendencies have had free exercise Tho Chinese people 'have
some elements of greatness, in the age and permanence of their
civilization, and in the industry of their people. But their lack
of'organization and unity makes them weak in sulf-dofense, hence
they have tjecome a prey for the exploitation of the world,

have carved out their own spheres of influence, where each one
was at liberty to take what it wished without regard to tho rights
of the Chinese people. The Chinese government was so held
down by hampering restrictions, that it could not assert itself and
take its place in the family of nations.
The United States fortunately has had little share in this
game of grab. Our people may not be so superior morally to
olhers, but they have had a rich land of thuir own. The European
powers and Japan living in crowded territory have been under
severe temptation to take advantage of China's helplessness.
".! Secretary Hughes' proposal for a commission to determine
whether the proceedings of tho various powers in China are in
violation of tho open door principles to which all have assented,
puts tho question of fair dealing squarely up to these various na
tions. It will pay them much better to give China a chance and
refrain from stifling her development. The nation that fives 1
