If the two offices are separate nd distinct there Is much overlap ping of work, and an added expense o the taxpayers. On tie other nana. the duties cannot be combined In one man. as neither the college nor hort icultural commission will allow this action. The solution, Mr. Allen told the taxpayers, lies In the co-ordination of the two offices. The plan as nronosed is to appoint both a county agent and county horticulturist, the latter working subordinate to the former, exercising police power when ever necessary and giving advice and aid subject to the ordera or tne coun- tv agent. This can be done tnorougn- and economically ana wun satis faction to nil Dartles. vr Allen cave startling ngures showing the amazing spread of plant n,i fruit diseases against which a fl.ht must he waged, making tne nrBnr of a fruit inspector neces sary In all horticultural districts.
