Pendletou Tribune. IIUIUIC. Civic virtue and public spirit measure the proportion of citi zens who are actively interested in the community's affairs and also measure the quality of their service. Minimum prosperity moans boasting of the poorest citizens, that is, saying that "there is not a family in this town with an income below a thousand dollars." Mrs. Gilman presents a constructive suggestion when she de clares thut "a great social service can be done by developing a sample town." This should apear to bo an ordinary industrial community, some new factory and its employes placed where it could have communication with the rest of the country. It should have an agriculturalase irf the surrounding district. The prob lem to work out would be the adjustment between imported sup plies and local supplies. The main value of Mrs. .Gilman's article resides less in the specific suggestions she brings forward than in the fact that the Article is symptomatic. It means that the woman of the United States and of other civilized countries also is henceforth to be reckoned with as a builder of the city beautiful. o MIGHTY EXPENSIVE LUXURY. Ashland Tidings : Medford is a pretty good town and looked to some folks, as if it would support two dailies. So Phipps tried it, with his Daily Clarion. It costs him about eighty dollars a day to produce his four-page daily, and the past week it has averaged less than twenty-five dollars a day in gross advertising business. These good, new, newspaper fields do not always prove . as good as they look. Besides that it takes more than a good writer and reformer to make a good !iewspai)er man. The matter of cost in relation to income has more to do with newspaper sue cess. Looks as though wise Medford business men had already tumbled to the fact that two newspapers doubles their advertising expense without increasing their business, and refuse to encour age Phipps' otherwise very good little ncwspaer. o "Germany is expected to pHy an annuity of $.100,000,000 plus 26 per cent of the actual value of her exports," Senator Borah says in The Nation's Business. "As matters now stand the German foreign trade would make this export charge amount to about $200,000,000, which would make her annual payment about $760,000,000.
