SALEM, Ore.. Aug. ' 0. Provision

farm and bom loan made bv
the world war veterans' state aid
coniuiUsion Tu.iday at the conclu
sion of a tea buur sesnlon.
The Initial inue will be for $3,
nnn nun an ! bids uill be opened
September 28. The call for bids
provides for the sale of bonds at par
lo the lowest bidder on luieresi raie,
not to exceed 6 per rent. In chojs
log this method of selling bonds the
commission especl to get the ad
vantage of later prevailing prices
and gol the lowest possible Interest
rate.
Rapid Progress Mado.
Rapid progress In laying th'
foundation for bonus administration
made possible the sctlun taken today.
The forms of application for loans 01
all kinds had nrevlouslr been work
ed oat and approved and the method
of organization Slid administration
agrid upon.
While no official statement was
made by the comparison It was
learned from a well Informed source
that the commission plans to put out
the detail, d application forms within
the nest two weeks and then begin
the active work of establishing
eligibility of ex-service mon on an
aggressive scale so that a large
number of disbursements ran be
made when the money Is received
from the sale of bonds.
Indications now are that the pay
ments will be made In a large num
ber of cases by Thanksgiving day.
Adoption of the basic rules and reg
ulations occupied most of the time of
the commission Tuesday. Forty
sections were adopted unanimously
amplifying the law and establishing
Ital decisions and methods of proce
dure. Several of the legal points
covered by the rules and regulations
must await pending decisions of the
attorney-general. It was learned.
N'rw Jobs Deferred.
Appointment of attorneys and ap
pralsers was deferred for a full
meeting of the commlslson and until
applications are at hand from all
counties.
About 200 applications are now on
file, half of them being from aspir
ing examiners of titles. Appraisers'
Jobs do not appesr to be so eagerly
sought judging by the comparatively
amall number of applications, th
present supply being Insufficient to
fill the position required by law.
It was decided that attorneys and
appraisers shall not receive coinien
satlon of any character from the
state and that the administration of
law among the counties shsll not
be at public expense. Two more
meetings of the committee will be
held In quick succession In order to
effect a nil in l r of decisions now
pending. The nt meeting will be
on Friday of this week mid tlia sis -ond
meeting next Monday.
