CHILD LABOR IS AGRICULTURE-
' ' The National Child Labor Committee, which was one of the
chief factors in bring-in about the enactment by congresa and
slate legislatures of laws forbidding child labor in factories, has
inaugurated a new educational movement which has as its object
the ending of child labor in agriculture. The work is under the
direction of David Franklin Houston, successively secretary ol

erally to the menace child labor offers the nation will be the prime
weapon employed by the committee. It is realized that a more
indirect approach must be used than that employed in stopping
.. industrial child labor because of the practical difficulties which
would be encountered inlrying to enforce prohibitory laws in re
mote sections where the evil is
the arousing of public opinion to a point where it will insist upon
the enforcement of compulsory education laws now on the books.
Among the areas where the violations are worst are the beet fields
of Michigan and Colorado, the tobacco plantations of Kentucky
and Connecticut, the cotton fields of Texas, Oklahoma and Im
perial valley, California; the berry fields of California and Michi
gan, the cranberry bogs of New Jersey, the onion fields of Ohio,
and the truck farms of Delaware. In many instances the local
school authorities hesitate to antagonize the wealthy and influen
tial employers of child labor. In other cases they simply do not
care, as the children at work are not those of permanent resi
dents but of Itinerant families who contract to cultivate and har
vest the crops by the acre. It is this system which proves so dire
a temptation to ignorant or callous parents, whose income is pro
portionate to the number of children able to toil.
"In the long run," says Mr. Houston, "what is best for the
' child is best for society. The problem now is mainly to secure
more effective and fuller administration of the laws. It is a prob
lem of education. Feoplc everywhere, both agricultural and in-
' dustrial leaders, must be educated to a better state of mind to
ward the child so that rational measures and practices of a great I
variety may be adopted which will
only a more efficient laborer, but
ciety."
VERITABLE WAVES OF SUCCESS.
We are created in the image
energy of a buzz saw in motion, if we will only steam up the old
engine of ambition and enthusiasm. We are veritable waves' of
force and power, capable of wiping out any bulkhead of opposi
tion, for we are, after all, all that we are after. We will not at
tempt to analyze the success and failures of the various men who
have come and gone. But one question need be answored and we
will have their analysis. Did they get understanding? If they
got understanding, then it is not necessary to ask if they applied
it, for they could not hold it back if they would, and would not if
they could, because it is the most pleasurable and profitable thing
in the world to use. It is irresistible it will not be submerged.
It is the lever that lays waste the mountain and pries the lid from
every strong box. Follow that occupation which most appeals to
your imagination. Each of us has implanted in him some special
gift. Successful men will admit to you that they attribute their
success to doing the thing that most appenled to them. Yet you
will scarcely ever find a successful man who can analyze h's own
success. No hiHtory has ever given us the details or formula of
success ; but it is a good wager that know ledge, and love for knowl
edge, and the fun of cashing it in, has brought bigger returns
than hard, aimless plodding. If your talent is salesmanship, de
velop the talent. The boy who tramps miles to the nearest mill
pond and sits all day in the blazing sun and returns at night
triumphant with a slender string of goggle eyes, has worked, but
It has never been laln-lled as such. His sole object has been gained.
He got what he went after, and he was as much a success as any
builder of great fortunes.

A city park and a children's piny ground are the two much
needed acquisitions to the city of Uoseburg. We need a public
natutorium also, but can get along with a wash-tub bath for a
few generations if we can get the other two public improvements
tinder way and on the road to early realization.

SALEM. Aug. . Twenty prison
guards and a score of Marion county
officers were this afternoon combing
the Salem district In search of
James Ward, 2S, convicted of man
slaughter, who, while working in the
flax fields near the state peniten
tiary, slipped away quietly about
9:30 this morning. His escape was
detected at 10 o'clock.
Ward, a trusty, was committed
from Linn county on March 15 for
an indeterminate period of not to ex
ceed two years. He would have been
eligible to parole after having
served one year.
