ject, segregating the work by coun
ties. In the oreamble lo the detailed
account of the work in Uouglua coun

Douglas county offers more bar
riers to road construction than any
county in the state, except possibly
the counliea bordering on mo i-or-umbiu
river. Soil conditions vary
ing from adobe to solid rock, with
accompanying drainage problems,
render roud work both difficult and
expensive.
The blennlum covered by this re
port marks the completion of a pass
able winter road throughout Ihe en
tire length of the I'acific highway.
The last grading through 1'ass
creek canyon haS been completed
and the section macadamized. The
well, but unfavorably, known Hlce
hill grade Is eliminated and traffic
now goes over ten miles of finished
puvement surface from Kice Hill lo
Oakland.

seven grade crossings of the South
ern 1'aclfic ure now uo more, and a
paved water grade highway replaces
