cuit court today to Helen Nlbler
from Ralph Nibler. Cruel and in
human treatment was alleged. The
plaintiff claims that she was kicked
and beaten and called vile names.
The husband did not appear. The
plaintiff was represented by Attor
neys Rice and Orcutt.
H. E. Wells, a fireman employed
by the Southern Pacific In this city,
left this morning for San Francisco,
where he will enter the Southern Pa
cific hospital for an operation. His

Mrs. John Ferguson, of Edenbower
came to Roseburg today to shop and
visit with friends for a short time.

Eugene district. Is here today with a
crew of men and will complete the
work. The construction crew has
been engaged north of here for the
past few weeks and now Is employed
on finishing up the work.
Elinor Plaits, of La Crosse, Wis
consin, who has been visiting with
her aunt, Mra. Fred Swarlz, left
this morning for Portland, from
where she will go to Minneapolis to
visit with another aunt and then on
to her home. She came to this city
a year ago following a long Illness In
the hopes that the climate would
benefit her health. She was greatly
improved by her visit and has gained
in strength and weight.
J. F. Logan and F. B. Oldlng, two
prominent Grants Pass merchants,
passed through here today en route to
Grants Pass from Portland whero
they have been attending the auto
show. They are making the trip by
auto and state that the roads are In
good condition for travel. They ex
perienced no difficulty In getting
through and state that recently on
tholr trip north, they were able to
make Smith hill without any diffi
culty or assistance.

WORTH ?
The Pacific Telephone nnd Telegraph Company has built up a tele
phone system in Oregon from 7027 stations in 1900 to 91,528 stations in
1920. This development was secured for the most part during a period
when cost of labor and materials was normal. During these 20 years the
Telephone Company has carried out its part in the building of Oregon. Its
operating expenses have increased faster than its revenue for the last
five years it has been operating nt an increasing deficit. This condition
cannot permanently continue.
New capital cannot be obtained by public utilities at all except when
rates arc such as will afford reasonable assurance, with efficient manage
ment, of earnings sullk-ient to care for legitimate fixed charges nnd estab
lish for them a basis of credit This does not mean that rates should be
Fuch as in themselves will supply new capital, but that they be such as to
justify capital investments in competition with other business ventures.
The proposed rates represent a very small increase to the individual
user

In the aggregate they represent a revenue to the Telephone Company
sufficient to enable it to continue to serve the public, meet its payroll obli
gations and bliow a reasonable return upon a legitimate investment.
Adequate service is dependent upon adequate rates.

C. W. Clark, the photographer, re
turned yesterday from Portland In
his car, making the trip through In
ten hours. He says the roads are In
very fair condition and he did not
have to resort to the use of chains on
the entire trip. He found a few
rough spots, but otherwise met with
no inconvenience.
Robert McUehey, son of Mr. and
Mrs. ne Witt MoGehey, residents o
Carncs, sustained a painful accident
this morning, when he fell, breakine
his collar bone. He waa brought to
this city and taken to the office of
lr. Hoover. An X-ray disclosed
clean break and the Injury was glv
en immediate attention.
A warrant was Issued In the Jus
tice court today for F. P. Churchill
of Melrose, who Is accused of having
me carcass or a deer in his posses
sion in violation or the game laws,

Mr. Churchill was not arrested but
wns served with notice to appear In

Wm. Vinson today received word
that his son B. G. Vinson, dentist.
residing in Pendleton, Oregon, has
been elected commander of Camp Ma-
lahon, No. 6, Spanish American War
Veterans. Dr. Vinson, who was for
merly a resident of this city, has been
practicing at Pendleton for several
years, and has been one of the most
active members of the Spanish Amer
ican War camp all of the time that
he has been residing In the eastern
Oregon city .
MERCHANTS HOLD MEETING.
A meeting of the Roseburg and
Douglas County Merchants associa
tion was held last night at the office
of the secretary. The annual elec
tion of officers occurred, the same
officers being chosen to serve for an
other year. Resolutions and other
matters, representing an accumula
tion of two months business, were
disposed of and considerable discus
sion held regarding state legislative
matters pertaining strictly to the
mercantile business.
