of an Initial meeting of representa
tives from both countries In Tokio in
April 1919- The Americana at the
present conference, representing the
Japam-SR relations committee of the
Ban Francisco .chamber of commerce.
Included Wallace M. Alexander,
chairman: Dr. Benjamin J
WheehT, president emeritus of the
Tlnlverultv of California: William T.
Besnon, Walter N. Moore, I.nyall "A.
Osborne, Walter U Clark and Cap
tain Frederick II. llandall.
After meeting for several days
with the Jupnnesn representatives,
headed by Duron Bhlbusawa. the
committee summarized Ihe results
accomplished as follows:
"Japanese ownership of land and
Immigration These are tho two
vital questions which deeply concern
the two peoples. Therefore Ihe Joint
committee gave the most cnreful at
tention to these subjects and spent
several days freely exchanging views
on them, .and flnnlly reached the
conclusion thai the committee on
both sides will use their utmost en
deavors for Ihe solution of these
burning questions.
"Co-oneratlon of cnpltal The best
way to cement Ihe relations of the
two countries Is to enter Into eco
nomic relations. Such enterprises
have alreadv been started In Jnnnn
and the results are most satisfactory,
although there Is plenty of margin
for Improvement and development
"Cable communications Cable
communication. fnlls fur short of our
expectations. No satisfactory conr
munlratlon on diplomacy or coin
merce can be carried on If It Is left
as It Is now.
"Exchange of professorships
Great benefits come from exchange
professorships. In order that this
enterprise can be satisfactorily con
ducted It Is Important that certain
universities ho selected where tho
professorships shall be established
nod the exchange of professors can
be carried on. In connection with
this enterprise a method of publicity

"Trade arbitration There Is dan
ger that the good relations of the
two countries may he Jeopardised on
account of disputes that may arise
from commercial complications.
Therefore It Is highly desirable to
rreate an agency f,r arbitrating such
dh-'ptltes.

a direct relntlon to Industry and It Is
of an Inlernatlonnl nnttire. It is

situation.
