the purpose of supplying water and
electricity, or either thereof, for any
and all purposes for which the same
may be used, to said city of Roae
burg and the inhabitant, thereof and
the vicinity thereof. The bond, here
by authorised may be in sucn lorm
and of such denomlnationa as the
council may determine. The princi
pal of said bonda shall become due
thirty years from the date hereof,
but any part or all of them may be
nald hv the city at the expiration of
ten years from their date, or at any
Interest payment period thereafter

interest at a rate not to exceed five
per cent per annum, payable semi
annually, and shall be sold for not
less than tholr par value. They shall
be Issued and sold at such times as
the council may direct, but not so as

chaae, a suitable tract of land for
such camp ground, and Is hereby au
thorised to expend the moneya here
by appropriated In paying tbe rent,
if any, on such camp ground and in
maintaining the same, but such camp
ground shall at all times be under
the exclusive Jurisdiction andc ontrol
of tb Common Council.
Section 3. Said appropriation shall
not be available until and unless this
ordinance Is spproved and ratified by
the vote of the qualified electora or
the City of Roseburg. and for that
purpose this ordinance la hereby re
ferred to the qualified electors of
said city for approval or rejection at
