Bill Provides
Care For Blind
Believing that a state Institution
where the blind of Oregon may be
taught trades that will enable them
to become self-supporting is badly
needed In Oregon on account of the
number of blind dependents In this
state, a committee of citizens has
mken ui) a campaign In behalf of a
measure to be on the ballot at the
state election May 21, providing for
the levying of one-sixth of one mill
lo erect and equip sucn an institu
tion. The committee Is finding uni
versal suDiiort of the plan.
The bill in addition to providing
the levy for lis establishment calls
for an annual levy or one twenry
fil'th of one mill for maintenance. It
is the nlun to have the InMtutlon
under direction of the state board of
control and to make It both an In
dustrial and an employment lnstltu
lion.
The blind problem has become
nineh worse since the war on account
of ihe number of men blinded while
in the service. This Is true In other
"talcs as well as in Oregon and many
other states arc taking the same step
now as proposed by Oregon in this
bill. To make tha unfortunate Ditnu
self-supporting by teaching them
profitable trades Is considered the
best solution of the problem. It is
expected that soon after the estab
lishment of such an institution the
blind now dependent on churity for
siinriort will be taken from the
streets of various cities of Oregon
and taught profitable trades.
