A large number of bankers from Lane county and the northern part of Douglas, arrived on the morning train and spent sev eral hours viewing the city as the guests of the local residents. At noon a sort of get-together luncheon was held and several matters discussed. The afternoon meeting, which is to be held in the Elks temple, will take up matters pertaining strietly to the banks and their operations and sev eral of the leading men of the state will speak. Following the meeting, O. M. The board is also engaged In the task of sifting out a large number of applications in its search for the best man for the city, superlntendency. Attorney Rice in presenting the matter to the court ou behalf of his clients, quoted the decision and stated the position tuken by the timber owners. The mailer Wus thor oughly discussed and if the decision of the Marlon county Judges Is to be accepted there will be no alternative but for the county to provide a re bate. The opinion of the district ul torney has been requested and he is now considering the matter; It is possible that the court will ask an opinion from the attorney general. and It also has the alternative of allowing the matter to come into court and be taken before the su preme court to test the power of the legislature to Impose additional bur dens without providing means or raising the necessary funds. How ever, legal opinion here seems to be that the county is "stuck" and will have to pay. If this la necessary. It wllr prob ably cause considerable confusion. A rebate of about 1.4 mills will be pro vided, and all who have paid their taxes in full will probably receive a refund. Those who have paid only one-half will have their second half lowered to include the refund. Those who hove failed to pay either the first or second half will probably re ceive the rebate at once, ull depend ing, of courses, on the -action taken by the county court.
