Will Use Freight
Cars to Advantage

pers, the railroads have voluntarily
formed a commission on car service
to work In close cooperation witn toe
tnterestate commerce commission at
Washington.
The purpose of the new organisa
tion and some of the immediate pro
blems corrected with car supply
were rolatd yesterday by G. t
Klchardson. who returned to the
Southern Pacific as superintendent
of transportation after several years
of war service at Washington as an
expert on car distribution.
"One of the big tasks confronting
all roads right now" Richardson sta
ted, "la to locate and secure their
j own freight equipment which Is at
present scattered all over tne coun
try. "As an example, among the 2.450
000 freight cars pooled by the ad
ministration were 3a, 800 belonging
to the Southern Pacific company.
Approximately two-thirds of these
cars are on foreign lines while 111
their place we have cars from al
most every railroad In tne coun
try. Normally In per cent oi our
cars are ou home lines or direct
connections which are likely to use
them Vor a return load.
"We are auxious to get our own
rolling stock on the Southern Pacific
again so as to efect whatever ro-
I pairs their heavy use during tne last

make them available for the coming
crop movements. Ordinarily we fig
ure the percentage ot cars on tne re
pair tracks to be five in every hun
dred, but this figure will probably
be higher until wo have caught up
with duferred work.

being carried on by the newly form

American Railroad Association, Air.
Richardson said the new organiza
tion ia operating under an agreement
signed by the various roads to abide
by the car service and per diem rul
es and authorizing the commission
to act as their agent in all car mat-

I nary powers to suspend or permit
tho doparture Urom rules requiring
the return of cars to the home roads
and to transfer cars of one railroad
or territory to another where the
