Norway, therefore, must stand alone in Scandinavia against the llo henollern menace to civilization. If the Norwegians decide that national self respect demands a declaration of war against Ccrmatiy, the result would be very advantageous from the standpoint of allies' naval opera tions in the Baltic. A naval base in Norwegian waters might be so used as to clear the Hal tic of C.ermau shipping. This would bring still greater economic pressure to hear on the Kaiser's subjects ami would solve the problem of Sweden's trans-shipment of American supplies to r.ermait ports.
