fused to pay his license. Judge Ham-j
ilton has taken the matter under ad-,

Attorney O. P. Coshow. represent
ing Mr. Mellows, claimed that the
law was unconstitutional for the rea
son that the subject matter of the
act was not included in the title of j
the law. that it was local legislation.'

ment only and had never considered
that as his home and owned no prop
erty there. Further that he was the
owner of real and personal property
in this county and had always con
sidered Douglas County as his home
and intended to remove here again
shortly before he suffered a relapse
and died.
