First, the consideral inn will he given to America's needs; next, to meet us far as possible the ie(iiirements of the allies, and lastly, to supply neutral coun tries wherever practicable. The Washington Covornment has learned that a large volume of American products has been reaching the central powers. Th'i latter are receiving from Sweden large quantities of material that goes directly into the manufacture of munitions. Iron ore ship ped from Sweden to Cormany has included shipments of iron ore from the I'nited States. There has been intense opposition to the shipments to Cermany by a large part of the population of Sweden. The insistence is that wealthy Swedes are profiting enormously from this war trade and that a shortening of tiie ft.od supply i.s thereby caused in Sweden, says the Portland Journal. The issue sometimes threatens to cause serious domestic trouble, if it does not actually contain the possibilities of a revolution. Another charge made in the ollicial report to the Washington Government is that Sweden discriminated against the allies in the use of her railroads. Shipments for Germany are declared to have been facilitated while shipments for the allies have been subjected to delays anil exhorbitant freight charges. Among the commodities to be placed on the embargo list are foodstuMs, coal, gasoline, coKe, fuel, oils, kerosene, pigiron, steel billets, ship plates and structural shapes. Through control of coal and fuels as proposed in the embargo, the allies will have practical control of the merchant tonnage, not only of the allies but of neutral nations. Something of the magnitude of the war preparations may be inferred from the fact that contracts for :!, ."(I,IHMI pairs of shoes, a,(i(IO,lllHt for the Army and ,x.iii,00() for the Navy, have just been awarded. These are the largest shoe contracts ever made by the Government and were made tinder the new system by which the requirements of the Army and Navy are considered .jointly and the representatives of practically the entire industry affected are brought together to meet the needs of the Govt rnment. "There was very wide competition in the bidding," said Ad miral McGowan, paymaster general of the Navv, "bids for 1 ,!7."., 000 pairs being received in response to the invitations to bid on the Navy contrai ls. The contracts were awarded, in everv case, to the lowest bidders. Deliveries are to be completed in eight months. The quantity which we have contracted for will prob ably be sullicient to supply the needs of the Navv for the remain der of the year.
