The appropriatioan was in the sum of $2ou: At the next meeting of the State Highway Commission it is probable that a former action of the commis sion in appropriating $2000 to Doug las County fur a paved road from Roseburg to the Soldiers' Home and $auou to Lane County to aid in the K raveling of a section of the 1'acific Highway near the Douglas County line will be reconsidered. Criticism of the action of the commission is growing stronger, coming from different parts of the state, and in addition it has devel oped that the action was probably illegal, especially in the case of the Soldiers' Home road. .The road is purely a local one and does not form a link in the state system laid out by the Legislature. Section JO of the law creating the State Highway Commission reads as follows: "No part of the slate high way fund shall be expended upon other than state highways." In the case of the Lane County apropriation it is admitted that there might not be a violation of the letter of the law, but it is asserted that there is a transgression of the spirit of the six million dollar bond act. During the campaign fur the bonds it was generally understood that those counties not specified should bear the expense of prepar ing the road bed to receive the bard -uiriace. At the time the appropriations were made Chairman Henson of the commission said they were improp er, but it was overruled by the vote if Commissioner Adams, who made the motion, and Thompson. TO CIRCUIT COURT BY A LOCAL DRAYMAN The ram of V. A. Shefflet vi I.J M. Oraff has been appealed to the! circuit court according to papers' filed with the county clerk here to-' day by Attorney C. F. Hopkins, who' appears for the defendant. Thin action originated neveial weeks aso. when Mr. Shefflet brought suit against Mr. tiraff to re cover possession of certain proerty located in West Koneburg. It watt alleged In the conipluitit filed by Mr. Shefflet that while ho and bis wife were attending church services. Mr. Craff visited their home and pitched their furniture Into the atreet. This accusation is denied by Mr." Graff, who claims he took possession of the property peaceably, and assisted the plaintiff in putting the furniture un der a shed in order that it might be protected from rain and other ele ments. Mr. (iralf claimed posses sion of the proerty as the result of a trade which he consummated with a resident of this city. At the time the case was tried in Justice court. Justice of the Peace 1. H. Several of our local people are con siderably concerned regarding the re turns on consignments of produce shipped to Portland about two weeks ago About that time a man claiming to represent J. D. Coteinann & Co., commission merchants. 185 Third St., Portland, appeared here, and by means of credentials which appeared to be genuine induced several of our business men to turn over to him for shipment to the firm he claimed to represent a quantity of eggss, veal, mutton and other products. The ship ment was made by express and the man took his departure, leaving noth ing by way of Identification further than a cheap looking business card. As nothing was heard from the alleg ed commission house after the lapse of several days, an investigation was started, but according to the latest advices no information bearing on the matter had been received here from Portland.
