That world domination was the ultimate purpose (r Cermany in the present war is beinK more and more openly admitted by prominent men or that country. Another instance has been brought to litfht by the publication of the memorandum of the late Covernor-Ceneral liis.iini,', of lieljfiuin, the Oerman .autocratic ruler of that unfortunate country.- It is said that the nakedness with which the memorandum calls for the dethronement of the Delium royal house, the exploitation of Delirian resources and preparation for a new war to follow the present stniKjrlc shows that the document was never intended for public view. Von Hissing recognizes that (lermany can have little hope of making friends of llelgians after this war, warns against "illu sions of possible reconciliation," and calmly counts up the value of booty from lielgium and the advantages of pocketing the coun try from a military, naval and economic standpoint. He points oiit that the ollensive prosecution of the present war was possible only through the invasion of I'.tlgium and speaks regretfully of the fact that the Cerinun right wing had to squeeze laboriously past the Dutch province of I.imhui'g. The memorandum says that the strategic aim of the present war is to gain room for the concentration and advance of German armies in a new war against Kngland and France and that, with out the possession of Delgium, il is doubtful if the new war could be prosecuted on an ollensive bi sis. Discussing the subject of the policy of the iron hand, Von Hissing laments the mistake of a vacillating policy of conciliation, as attempted in Alsace-Lorraine ami Herman Poland, and says they must never be repeated in Del irium. He warns against the idea that the establishment of a I'lemish state would be adequate to secure (ierinan interests, these absolutely requiring the absorption id' all present Delgitim. According to Von Hissing, the absorption of Helgium must not be discussed at any peace conference. "Let only the right of conquest speak," are his words. In the Hissing Helgium there would be no room for King Albert and his dynasty and the mem orandum quoted approvingly th" advice of M ichiavelli, that under such circumstances a king or recent should be put out of the way, if necessary, by death. Five million French people u n bonds; less than three hund red thousand American citizens own them. This great disparity may lie corrected if advantage is taken of the Liberty Loan. There art- in the National bjuiks alone, in the I'nitcd States, fif teen million, seven hundred and fifty thousand depositors. In all the banks there are more than thirty-live million depositors. Over one-third then, of all the peopl- in the country are depositors of some kind. This would constitute it vast army - greater than the lighting forces now at war in Kurope. I'.vitv one of these thirty five million depositors is probably able, out of future savings to take one or more of the fifty dollar bonds.
