war, in the belief that this country was powerless as a fighting
element but could be compelled to pay an enormous war nun.ni
nity. In case Germany should finally win the war, the recent war
budget of $7,000,000,000 voted by Congress would represent but a
fraction of the stupendous tribute that would be levied against
this country bv Prussian imperialism. While the leaders ol that
element probably did not expect this country to enter the war on
so broad a scale as is represented by this appropriation, they have
doubtless intended to levy several times that amount against us.
Furthermore, a vast majority of the German people doubtless still
believe that they will yet be able to recoup their great war expen
ditures from this very source. Hence the united eliorts of all our
jieople are needed for prompt and vigorous prosecution of the war
on a broad scale, so that the world menace of Prussian militarism
may be forever overcome. It is far better U buy Liberty Loan
bonds now than to face the probability ol' paying tribute later in
the form of an enormous war indemnity.

How France is making war on the U-boats was told by Hear
Admiral Lacase, the French minister of marine, a few days ago
in an address in the French Chamber of Deputies. He said :
"I see no reason why I should not speak of these methods. It
would be childish to think they are unknown to the enemy. The
consist of a system of patrol boats, of arming merchantmen lint'
fitting them with wireless; of seaplanes, nets, mines, smoke'rais
ing devices and dragnets."
The minister said tnat France has ii.VJ patrol boats in sen ice
and expected to increase the number to !(00. He also said the gov
ernment had 1200 dragnets, 170, "00 curtain nets and ."lOOO :M-f oot
lloat nets, which indicate the presence of submarines. Discussing
the use of airplanes, he said:
"We have organized seaplane posts all around the coasts so
that the zone of uction of each post joins that of its neighbor on
either side. We also have special bombs for submarines and ap
paratus to throw them. The guns we mounted on the patrol Ixint.
liave been referred to disdainfully, but you cannot put 10-ccnti-meter
guns on a small vessel. A pal rol boat on guard, armed with

Probably not many local people are aware that Herbert ('.
Hoover, who directed the Ilelgian relief food distribution anil h
now at the head of the national food campaign in the Uniled
States, was for some years a resident of Oregon. In his youth hi
spent several years in Yamhill County. In his present capacity
Mr. Hoover will administer an agency separate and distinct from
the U. S. Department of Agriculture.
It will be his business to supervise these activities:
Investigation of the existing available stocks of fooilstnll's
and of the costs and practices of the various food producing and
distributing trades.
Prevention of boarding and control of food by persons otnei
than producers, dealers and traders.
Keipiisitioning, when necessary, of food supplies for public
use and necessary handling equipment.
Prohibition of the unnecessary or wasteful use of rood.
Kstablishment ol' a minimum price.
Temporary fixing ol' reasonable prices, to break up corners
and attempts at speculation.
The Department of Agriculture will devote itself to food
production, food conservation and marketing of food.
In speaking of this National movement. President Wilson
said the powers given to these departments are no greater than
those lodged in other governments and are intended to stimulate
food production and conserve food und not to restrain arlntianU
or injuriously interfere with the normal processes of production.
He adds :
"It is proposed to draw a sharp line of distinction between
the normal activities of the government represented in the De
partment of Agriculture in releicuce to food proilu.-t ion, conser
vation and marketing on the one hand and the emergency activi
ties necessitated by the war in tcfereiue to the regulation of food
distribution and consumption on the other. All measures intended
directly to extend the normal activities of the Department of Ag
riculture in relciviice to the production, conservation and the
marketing of farm products will be administered, as in normal
times, through that department, and the powers asked for over
distribution and consumption over exports, imports, prices, pur
chase and rnpii-ition of coiiimodit.es, storing and the like, which
may require regulation during the war. will be placed in the hands
of a commissioner of food administration appointed by the Presi
dent ami directly responsible to him.
"Authority is asked also to establish prices but 'not in order
to limit the profits of the fanners, but only to guarantee to them
when necessary a minimum pine which will insure them a profit
v, here they are asked to attempt new crops and to secure the con
sumer against extortion by breaking up rornei ami attempts at
speculation when they occur by fixing temporarily a reasonable
price at which middlemen must sell." i

anything to your taxes. The road tax levies and the increased
flllto license fees must be paid, no matter whether the road bonds
are voted or not. It is really only a ipiestion as to whether you

wasting the road funds as has been done in the past.

The crew will be comprised of ex
perienced woodsmen and it is expect

week. Many miles of trailH and tele
phone lines have been constructed tn
the i:mptiia forest, during the past
few yearn and al the conclusion of
the present summer the aystem of
trail and telephone lines will be
complete. These trails and telephone
lines are not only essential to the for
est rangers in patroiliiK the forests
during ttu summer months, but are
of great .convenience to the people
who invade the heavy timbered dis
tricts for various - purposes. Not a
few lives have been saved hi the
I'mpqua forest during the past few
years because of the telephone com
munication already established.
In order to accommodate the mem
bers of the crews, camps will be es
tablished und the work will bo car
ried on in the most systematic manner.
