The highway bonds do not even mean increased automobile taxation. The increase in licenses is already in effect, and if the revenue derived therefrom is not scientifically applied as pro vided for under the bonds act, it will be apportioned among the counties as in the past and lost in the makeshift patchwork of county road repairs. In order to construct roads economically, it is necessary to have a large sum of money to spend at one ilme. This will be provided by the bond issue, which in this case is simply a loan of the state's credit for road building purposes. To attempt to pay as you go in road work, gets nowhere. It calls for the expenditure of whit in the aggregate will be a still larger sum of money than provided under the bond issue, without securing results. Oregon's present road system, which has cost many times the amount of the bond issue, is an example of the pay-as-you-go plan which keeps you paying without much going. If the highway bonding issue involved an increase in taxa tion, there would be some excuse for opposition, but as it does not, only ingrain stupidity will oppose beneficent progress and object to securing results for money that will in any case be spent. o ATLANTA SWEPT BY FIRE. Atlanta has been swept by fire and a large part of her resi dential district is gone, says the Salem Journal. Thousands are homeless and millions of dollars have gone up in smoke. These losses can be replaced in time, and the hardships that naturally follow such a catastrophe, especially among those of small means, will become only a memory after a while, and not a bitter memory either; for good old Maine Nature has wisely arranged with Mem ory that only the pleasant things can bo lived over the second time, and made this impossible for the things that hurt. In the meantime generous Southern hearts are wide open as their purses for their countrymen, and all are being taken care of. Proffers of assistance from other cities were received, numbers of them, but were met with the assurance that Atlanta could and would take care of her own. Just now the citizens of the booming southern city may look upon their loss as almost a calamity that it will take some time to recover from. It is quite probable this is a mis take, and that almost before the city realizes it the burned district will be rebuilt with liner residences than before and it will be in the long run a benefit to the appearance of the city that will go far toward compensating for the loss. LIKEUTY LOAN AND PROSPERITY. America, as Mr. ,1. Ogden Armour points out, is not really lending money. to the allies, says an exchange. She is extending them credit, fdv the funds received from this country will be ex pended here for supplies. Thus Subscribers to the Liberty loan will not only be helping in the light on autocracy, but will be insuring their own nation against depression. Money that might otherw ises be hoarded up against a bad turn in financial conditions resulting from the war will be put into circulation in the I'nited States. That means more money to hire labor and more prosperity generally. If you want to help yourself, buy a Liberty ioan bond. It is no time for hoarding money, neither is it a time for alarm or un easiness. It is time for confidence and for a supreme, steadfast, unending failh in the country whose emblem is the Stars mid Stripes, says Investors Monthly Review. This is the time for duty and for serv ice. Hoarding one's money is neither a duty nor a -service. It is, in elfect, an act of disloyalty. o WHY "Lll'.KRTY LOAN?" The ?.-.tiio.HM),oon bond issue of this year is named "The Liberty Loan of l!M7," because it is to be a loan from a free peo ple to be used in fleeing the world. It is the loan of a liberty loving people to be devoted to the establishment of liberty in Eu rope and on the high seas. It is the loan of the great democracy of the New World lo redress the wrongs and support the cause of the democracy of the Old. A Liberty loan bond is a mortgage on the I'nited States. BELGIAN RELIEF WORK IS CONCLUDED HERE; IEITER IS RECEIVED Word was received here this morn ing from tilt Oi euii committee on Belgian relief to the effect that the relief work has ceased and that the Government has taken over the task of raising the money necessary to feed these people. The letter says that the Govern ment has made a loan of $75,000.01)0 for this work, jiayaire at the rate of $12,500,000 every month, beginning June 1. While all contributions wUl cease, it is desired by the committee that the organizations be kept intact, since after the six months, during which the Government money is ex pect'd to last, are over it may be necessary to resume this work.
