W hen shown President Wilson's statement, Colonel Koosevell
declined to comment on the President's refusal of his oiler to raise
a volunteer army for immediate service in France, but expressed
keen interest in the news of Mr jor Ceneral Pershing's order to
lead an expeditionary force of regulars there. Ceneral Pershini'
is one of the few regular army ollicers Colonel Koosevell has often
mentioned as suitable to command the initial American overseas
