When the United States started the great enterprise of build ing the Panama Canal that was heralded as one of the world's .greatest projects, the cost being estimated at $400,000,000. Now this country goes into the war business with an initial appropria tion ten times as great as the cost of the canal, besides loaning three billions more to the allies for war purposes. And these vast sums will scarcely be sullicient to carry us through the first" year of the war, while the second year may cost twice as much. Our people are a unit in this -movement, however, and the first war loan is already doubly subscribed. This and other active prepara tions shows that the war is to be prosecuted with all vigor by this country, and that in a few months the German autocrats will have cause to repent their sneers that "Americans can't fight," and that "money won't win the war," etc. In fact the chief business in this country at present is building a great war machine which is to be set in motion just as soon as possible. Evidently our government officials are in full accord with the view expressed by Maurice Egan, American minister to Denmark, who appeals to his countrymen not to be misled by any German duplicity working under the guise of pretended peace proposals. Active and aggressive prosecution of the war is the only reason able course for this country to pursue. Crushing warfare on a titanic scale is-the only effective method that can now be used against a power that has assumed to dictate to almost the whole world, it is for the rights of humanity that America is lighting, .j. Hence there is never a shadow of a doubt as to the final outcome. The onlv ciuestion is as to how soon it can be accomplished. Of course, there are possibilities that the war might he 4. Iirontrht to an end sooner. Some reallv effective inventions for T combatting the submarine activity would be a long step in that direction. That some such inventions have already been devised is being very much discussed just now. In addition to what was given out last Saturday by Win. L. Saunders, of the U. S. Naval Consulting Hoard, regarding such devices, Emil Gathniann, a l!al- timore engineer and inventor, on the following day was quoted as having declared : "I can onlv sav this: Within three or four months there will be no submarine menace. The plan that will mean the eradica tion of the German U-boat as a real menace will take about that time to be worked out. When it has been worked out and is in actual operation then a statement of some kind may be made. Uut 1 cannot sav anvthing now. nor do I think anyone else has been -authorized to sav anything." From sources other than Gathniann, it is known definitely and authoritatively that the, invention and the plan which now has the approval and the confidence of the Naval Consulting Hoard is of recent birth. It was completed by Gathniann at the plant of the Gathniann Engineering Company at Texas, Baltimore County, about three weeks ago. At that time Mr. Cathmann went to Washington for a Sundav. night conference with naval officials t. 1 . . ...!.: 1. . II. ... and as a result naval engineers came 10 i.ammore 011 me u inir dav. The invention, it is understood, was approved, and then the naval authorities got into touch with other engineers who had submitted other plans and these other engineers were told of the Gathniann invention. Tests ol the whole plan on the Atlantic Coast then followed, and, according to the statement made by .Mr. Saunders Saturday and the hints made by Mr. Gathniann they iroved the invention to be a success. On the other hand Mr. Saunders denied a statement quoting him as saving- that the submarine-problem had been solved. "It will never be solved." he asserted, "until the submarine is climin ated. 1 think the peril right now is just as serious as ever, but I do believe the inventions now' in our hands will meet it. But you must remember this is only my personal belief. The Navy I)t niirtment has authorized no announcement." Obviously Mr. Saunders is correct in his declaration that the submarine menace will not be solved "until the submarine eliminated.'" No one can tell how soon this can be accomplished .Meanwhile our country must proceed as vigorously as possible building up its great war machine in all departments, so as to make it in the highest degree effective, both at home and abroad o What irood roads mean to a community was again brought out very clearly at Coquille last week when a large delegation from Myrtle Point was there t attend the session of County Court, and urge upon that body the need of the construction ard renaii-ino- of several roads leading into tht ir city. Their argu ments were many and varied, but. the strongest appeal lame from A. This is 111 line with the appeal of Governor Lister and the I'cch-ral authori ties.
