by the city attorney Is ill regard to
the impairment of the obligation be

object to being deprived of the in

original bond's ret irement. The
opinion of Hire & Orrutt wan prac
tically Identical with that held by
the city attorney. They dec lured
that the refunding was not advisable
to attempt unless the authority for
so doing without releasing the liens
upon the property was first passed
on by the courts. Following the
reniitni' of the opinions, the council
decided to let the matter drop. The
