ously considered the suggestion
made by a few that this year's en
tertainment be abandoned, but it was
decided, it would be a mistake to

this country will be directly or act
ively encased in war for several
months, if ut all, and the most to be
expected from local troops is to
KUard the border and elsewhere.
This will cause little anxiety and
make few demands upon those who
contribute financially.
The merchants on the committee
say carnival subscriptions are re

ing because of the declaration that
a state of war exists than there Is

tising. On the other hand, if the
war assumes any serious form and
depresses business there will be all
the more ' necessity for stimulating
It. It is certainly true that the
slower trade Is the greater efforts

wide-awake mrchants to increase it.
The committee has entered upon
some contract already and is tenta
tively bound in others. These rep
resent probably half the total sum
they will expend and much of that
amount would be dead loss if they
were to suspend now. Another point
is that of all they spend, about 80
per cent remains in the possession
of local people and will remain in
local circulation. Another obliga
tion assumed by many outside the
Carnival Committee Is the Inviting
of outside, lodges to attend and the
promise of entertainment made to
them. This could not be withdrawn
gracefully, perhaps.
Other cities are cing ahead with
the entertainments planned for this
year and none of those contemplat
ing a visit to Uoseburg has intimated
any change of plan. The Portland
Hose Festival committee is continu
ing its efforts, although the same
suggestion of abandnning the fes
tival was made there. In yesterday's
OreKonian one citizen made the very
natural statement that their annual
(elebration gave employment to
many, afforded sane and helpful en
lortaiiiment to many more, and
would ho of greater value than us
ual If the war bei-aine active.
The Uoseburg committee takes
same view of the Strawberry Carni
val. It will help business and bring
people here. It will keep the city
alive and furnish both work and en
tertainment. The patriotic spirit
now alive will bo strengthened if a
program contemplated can be work
ed out and in no event will it be di
minished. Instead of questioning
further the cpnimittee will work all
the harder to make this year's car
nival the best we ever had, because
the people are entitled to it, and
their warm co-operation is earnestly
desired.

is a resident of Portland, being elei't

kee and where he enjoyed visiting
the veterans, many of whom are old
acquaintances:

ing which will be held at Forest

RUNAWAY CAR ON OYER--LOOK
GRADE TURNS OVER
INJURING A LOCAL GIRL
Uecause of the breaking of the
rear right axle, the t'ord "bug'
owned and driven by Clark L. liar-
gar, a local advertising man, plunged
down tha south grade to the efi
trance to Overlook Addition Thurs
day evening, bringing up its run
away flight against the curb on
Chadwick street and pinning Miss
Kathleen .Mathews underneath.
When dragged from the wreck
Miss Mathews was covered with
blood and a bad cut over one eye
and was delirious lor several min
utes She was takea to the home of
Uoscoe N. Green, in the vicinity of
the accident, and was given immedi
ate attention while awaiting the ar
rival of a physician. She was later
moved to her home and today she
was reported much improved. It is
not believed the wound Is serious.
Mr. liargar escaped uninjured:
According to persons who were
nearby when the accident occurred
about 7: HO o'clock, Mr. liargar bad
driven the car opposite the Green
home at the top of the steep grade
when he was unable to proceed
further and decided to return to
town by the south grade. The ma
rhino first ran over the curb at the
top of the hill and on being brought
to the pavement, was started down
ward .facing -the city. The occu
pants were still ignorant of any dis-
ablement of the machine, although
it is believed it then had a broken
axle. As it moved down the grade
the momentum increased and the
cry of Miss Mathews explained thai
the driver was unable to turn the
corner. On striking the opposite
curb the machine was turned coin
pleteiy over, almost entirely demol
ishing the upper apparatus and
throwing the lady out on her face.
Assistance was given immediately
by persons attracted by the noise
and screams.

Hemphill, of Medlord, arrested here
yesterday on a charge of arson in
connection with the burniiiR of a
residence at Ashland March IX,
either committed suicide or died very
suddenly of appoplexy in the Lane
County jail between 7:20 and 8 o'
clock last night. Dr. V. 1. Cheshire,
county physician, said that be be
lieved that apoplexy was the cause oT
death.
Hemphill was seen alive when
Deputy Sheriff D. A. Elkins left the
jail at 7:20 o'clock. He wan dead
when Sheriff Parker entered the jail
at 8 o'clock.
Hemphill was an electrician and a
member of the Woodmen of the
World, Elks and Odd Eeilows lodges.
He is survived by a wife and five
children.
Coroner Marion Veatch notified
the family at Medford tonight .
Hemphill recently enlisted in the
Naval Iteserves as an electrician.
Sheriff Parker entered the jail to
deliver a telegram calling him to the
colors when ho found the bod v.
Hemphill and Mrs. M. M. Gar
wood, who arrived in Eugene leu
days ago from Southern Oregon,
leased a room in the business dis
trict of the city and opened a real es
tate office for the sale of "Milwau
kee liailroad" lands, were placed un
der arrest today on warrants tele
graphed from Medford, charging
them with arson. They are alleged
to have set fire to a residence at
Ashland, belonging to Mrs. Nan
Strickfadden and Mrs. I.. Eyfoos, sis
ters. March 1 8.
Both Mrs. Strickfadden and Mrs.
Eyfoos are involved in the all ged
arson plot. They are now in Seattle
and the authorities have been in
communication with the officers

ver.sity as a Training I'nit Has
Heen Advocated for tho lasf.
Several Mouths.
Letters received here today from
Douglas County students at the Uni
versity f Oregon indicate that the
University lias been officially ac
cepted by the War Department as a
unit, or training camp for the of
ficers' training corps of the Regular
Army. It is expected that an army
officer will be stationed at the Uni
versity next fall to drill University
students who are candidates for the
corps.
Adjutant-General T. Johnston,
stationed at Washington, In a letter
received yesterday, approves the des
ignation of the University as a
proper' place for a training unit. He
states, however, that at present
there is a severe dearth of good
army officers and that for this rea
son establishment of a unit here
will be delayed somewhat. Presi
dent Campbell is not hopeful of hav
ing an officer stationed at the Uni
versity until next full for this rea
son. Designation of the University as
a training omit for candidates for tho
officers' reserve corps were applied
for last June when the regents ap
proved the plan of compulsory mili
tary training for all students. The
matter was held up waiting the ap
proval or Captain Willis Shippam,
U. S. A., National Guard instructor
stationed at Eugene, who hesitated
recommending t lie University as a
training camp because no quart ors
for drill had been provided. Cap
tain Shippam quickly forwarded his
approval when the regents a few
weeks ago asked for bids for tho
construction of drill quarters.

Arrested at Ashland !
Word was received from Medford
this morning to the elToct that the
young man and woman arrested
there Wednesday accused of passing
worthless checks are the samo par
ties who visited Eugene recently and
placed spurious paper in circulation
there. The couple are being held at
Medford where they will probably j
be tried on a charge of obtaining I
money under false pretenses. They
gavo their name there as Mr. and
Mrw. Gravendore. . At Eugene they

town yesterday raised an American

top of a 100-foot flagpole on the
