Conirress is very busy with bills lor financing the war with
Cermanv. The principal measure will come before the House lor
action on Friday. It provides for r,,000,0(KI i 0(10 m bonds and
()()() 000,000 in treasury certificates. The bill provides that not to
exceed 8:5 000,000,000 from the proceeds ol the bonds may be used
in extending credits to the entente allies. The remaining . ,000,
000 000 is to be used at home It also authorizes an additional
bond issue, not to exceed $(i:!,l) I5I(i(), to redeem the ;! per cent
loan of 1'IOS, maturing August 1, If IS. It makes P'J'V'-;';ii '
other bonds already authorized by law and authorizes $2,000,000,-

receipts which will result from the war revenue bill. The latter
measure will be considered after the bond issue bill has been dis
posed of.
In regard to South American participation in the war, diplo
mats in Uio Janeiro expect that the other South American nations
will follow the lead of lirazil, which severed relations with !er
many on Tuesday. This action of lirazil clears up much of the
doubt as to the attitude of Latin American countries in the war.
Definite advices have been teceived that Chile and .Mexico would
rmi:iin niMilrid and indications increased that Cuatemala and
Peru would join Cuba and Panama on the side of the Failed
States- The action of lirazil and Argentina is expected to have a
tremendous .influence on other Solilli American republics.
Mexico's decision to remain neutral, on the whole, caused no
surprise and is regarded as certain lo have little influence with
her sister republics. Reports that Ceneral Carrauza has a dis
tinct pro-Cerman altitude have not been given much credit by
ollicials in Washington, and iieitlier have they believed widely
circulated stories that he was preparing to ally himself openly
with (lennany.
A Ceneva, Switzerland, newspaper, commenting on the re
port that several of the South American republics will follow the
lead of the Failed States in breaking with (lennany says:
"The essential factor is in the progressive expulsion of ler
many from all continents today. Kven if the lirilish fleet did not
exist, the Hermans would not have a port of call outside Fumpe,
except in Siam. For an over-populated and over-productive coun
try which lives by exportations and which would die if forced to
fall back on itself, the loss of South America, coming after that of
China, is a genuine catastrophe. It has often been said, 'in war

Ihe rest of the world "
While in Washington on Tuesday Colonel Uonscwlt held a
conference with President Wilson and Senator Chamberlain,
chairman of the commidee on military alLiirs. Afterwards Sena
tor Chamberlain saitl: "Colonel llooscvclt is just as full of vigor
and energy as when I first saw him !." years ago. IU' made il
plain thai he was squarely backing the President and he believed
in hilling hard and quick, lie told me of his plan to organize a
division, lie could raise more volunteers than any oilier man in
this country. For my part. 1 would allow him to raise a division
or even more, lie could get 100,000 volunteers in two weeks."
In the matter of an adequate national food supply, President
Wilson has written a letter to the National Agncultur.il Sorietw
lie said:
"At the present moment, it is our plain duty to take adequate
steps thai not onlv mav our ow u people be fed but that we may, if
possible, answer the call for food of other nations now at war. In
this greatest of human nceif-, 1 feel that the American tanner will
do his part to the utmost, I'.y planting and increasing his produc
tion in every way possible, cv cr farmer will perform a labor of
patriotism for which he w ill Ik recognized as a soldier ol the com
missary, adding his shale to the food supply ol our people."

to all loans made under the fund,

1. Loans can hr. made only to
individuals who own, operate and
occupy I tie farms offered for secur
ity, and the funds may be used only
or the foltowiim purposes: la I The
payment for lands purchased; lb)

which were incurred or assumed by
