WASHINGTON, April 2. Congress ad journed at 9:26 tonight to meet at noon tomor row. A resolution was introduced empowering President Wilson to raise an army of one-half a million men, use the entire army and navy of the United States, and furnish the allies all money necessary to prosecute the war with Germany. It is thought here that Congress will make a for mal declaration of war tomorrow afternoon. During President Wilson's speech before Con gress the House chamber was thronged with anxious people, and the scene will long be re membered by the residents of Washington and the visitors who were present. It is not believed here that anything can stop the war between the United States and Germany at this time. President Delivers Message. WASHINGTON, April 2. President Wil son tonight advised Congress to declare that a state of war exists with Germany. After reviewing the events leading up to the present crisis and declaring that ai med neutral ity is now impossible, he said: "With a profound sense of the solemn and even tragical character of the step I am taking, .nd of the grave responsibilities which it in volves, but in unhesitating obedience to what I deem my constitutional duty, I advise that Con gress declare that the recent course of the Im perial Government of Germany to be nothing less than war against the government and people of the United States, and that it formally accepts rhc state of belligerency which ha.; been thrust upon it. That it take immediate steps not only to put the country in a more thorough state of defense, but that this government exert all its power, and employ all of its resources to bring the government of the German Empire to time and to end the war." He declared for full co-opcation with the allies, and the immediate raising of an army of half a million men. "We are now about to accept the gage of battle with this natural foe to liberty and shall, if necessary, spend the whole force of the nation to check and nullify its pretentions and its power." AMERICAN STEAMER TORPEDOED. NEW YORK. April 2. The armed Ameri can steamer Aztec has been submarined, accord ing to word received by the owners tonight. She carried a crew of 39, mostly Americans. The station was very -small then and the first few years he served as trainmaster as well as. auent. At that time there was noi , a dispatchers' office here and until it was moed from Ashland, he filled the place of dispatcher. M r. Moore stated that a great many changes hae been made since he first came here. The passenger, station was just a small shack then.' the freight office very diminutive and the entire force consisting of a day and n in lit operator, a day and night baggageman, and one helper, i The largest engine running on the j road at that time was the type of monkey motion engine invented by one ui the Southern Pacific men. 1 The developments for the past 1 v years have been watched wit h keen , interest by M r.
