Ilept'osentativi's tiro here today from many parts of the state pud county to attend the rihk! roads meeting. It is realized that litiildinjr good highways is the most important matter of public improvement before the people of Oregon today. It is also very gratifying to our people to learn that it is the policy of the State Highway Commission to give attention first to those roads that are now in the worst condition, instead of the so-called scenic highways. . . No doubt is is very hard for many people to realize Unit it is possible to put into ellect a comprehensive system of road building in this county and state without any increase of taxation. Hence they are anxiously looking for "jokers" in both the state and county bonding plans, whereby additional taxes may be imposed. Careful study of both these plans have so far failed to reveal any such "jokers," nor has anyone pointed out tiny to us. I'robnbly the worst "joker" of the whole matter is the fact . that the people have been paying these taxes for years without getting anything like adequate results for their money. Now it is very hard for them to realize that it is possible to get the proposed results without any increase whatever in taxation. Vet that is exactly what this county road bonding plan is designed to do. How this can be done was set forth fully in Monday's Review. In sub stance this plan has been worked out for the purpose of getting it system of good roads built in this county for the tax money that is already being paid annually, instead of getting practically no permanent benefit therefrom, as has been the case heretofore. This is not a matter of requiring any more taxes to be paid, but is simply a plan for getting a system of good roads built with the money that is already being paid. Keally the only question is whether the voters favor (his road building plan or not. Toe taxes wijl go on at just the same rate, whether the proposed bonds are voted or are defeated.
